Job summary

Salem County is seeking a County Engineer to lead highway, bridge, and civil engineering functions. The role oversees planning, design, construction, and maintenance programs, ensuring compliance with state and federal rules while guiding leadership and staff.

The position requires a NJ PE license, 5+ years of civil engineering and supervisory experience, and a strong background in CAD, GIS, and hydrologic modeling.

Qualifications

• Bachelor’s degree in Civil Engineering or closely related field is required.
• Minimum five years of civil engineering experience with project management and supervision.
• Ten years or more in government PM of roads, bridges, traffic, stormwater, and construction preferred.
• Familiarity with CAD, GIS, hydraulics modeling and related technologies.
• Strong public speaking, communication, and interpersonal skills.
• U.S. residency required; ability to read and communicate in English.

Responsibilities

• Administers county highway, bridge, railroad, stormwater, drainage, and transportation programs.
• Prepares engineering plans, specifications, contracts, cost estimates, and locations.
• Plans and manages alterations to streets and highways to improve traffic flow and safety.
• Represents the County with the SJTPO and other agencies and coordinates permits.
• Oversees department budget, expenditures, and performance benchmarks.
• Directs staff and provides leadership, coaching, and performance evaluation.
