Job summary

The Division of Alcoholic Beverage Control, part of the State of New York, seeks an experienced attorney to provide legal counsel to executive and management teams and staff across the agency. You will draft, review, and approve contracts; develop internal policies; interpret laws; and conduct legal research to support agency operations.

Responsibilities also include FOIL coordination, litigation support, case preparation, and training staff.

Qualifications

  • Admission to the New York State Bar and four years of subsequent professional legal experience.

Responsibilities

  • Provide legal counsel and recommendations to Executive and management teams.
  • Communicate legal advice to staff.
  • May draft, review, or approve contracts.
  • Assist in development of internal policies and procedures.
  • Interpret laws, rules, regulations and policies.
  • Conduct legal research.
  • Analyze legal opinions, briefs, and other documents.
  • Monitor FOIL activity and coordinate with agency offices.
  • Advise Records Access Officer on FOIL requirements and disclosure/ exemption determinations; review FOIL responses for legal sufficiency.
  • Prepare rules and regulations in support of bureaus under the State Administrative Procedure Act.
  • Educate staff and coordinate training (seminars, workshops, presentations).
  • Support the agency’s litigation function and assist with litigation matters.
  • Assist with case preparation, discovery, records review, and litigation strategy.
  • Coordinate with agency staff on pending litigation and related issues.
  • Represent the agency in Article 78 proceedings and other civil litigation.
  • Perform supervisory duties.
  • Perform other duties or special projects as assigned.
