Job summary

The State of New York seeks an experienced attorney to provide legal counsel to Executive and management teams, communicate advice to staff, and assist in drafting and reviewing contracts, policies, and procedures.

The role requires admission to the New York State Bar and four years of post-qualification experience; travel up to 5% may be required. Telecommuting requires management approval under agency guidelines.

Qualifications

• Admission to the New York State Bar and four years of subsequent professional legal experience.
• Experience providing legal counsel to executive/management and staff.
• Ability to draft, review and approve contracts and interpret laws and regulations.

Responsibilities

• Provide legal counsel and recommendations to Executive and management teams.
• Communicate legal advice to staff.
• Draft, review, or approve contracts.
• Assist in development of internal policies and procedures.
• Interpret laws, rules, regulations and policies.
• Conduct legal research.
• Analyze legal opinions and briefs.
• Monitor FOIL activity and coordinate with agency offices as needed.
• Advise Records Access Officer on FOIL requirements and disclosures.
• Prepare rules and regulations under the State Administrative Procedure Act.
• Educate staff and coordinate training opportunities.
• Support the agency’s litigation function and assist with litigation matters.
• Assist with case preparation, discovery, and litigation strategy.
• Coordinate with staff on pending litigation and related issues.
• Represent the agency in Article 78 proceedings and other civil litigation.
• Perform supervisory duties.
• Perform other duties or special projects as assigned.
