Job summary

Phillips 66 Senior Counsel, Environmental and Regulatory provides day-to-day legal advice to Refining and Midstream facilities on environmental and regulatory matters, ensuring compliance with major environmental laws and regulations.

The role supports permitting, enforcement discussions, and due diligence, with emphasis on crisis management and collaboration across departments. Based in Houston, TX, the role requires a JD, U.S. bar membership, and 8+ years of relevant experience.

Qualifications

• J.D. degree from ABA-accredited law school
• Admitted to practice in good standing in the U.S.
• 8+ years of experience in health, safety, environmental regulatory and operational matters

Responsibilities

• Provide day-to-day legal advice to Refining and Midstream facilities on environmental/regulatory issues
• Counsel on compliance with environmental and safety laws including Clean Air Act, Clean Water Act, RCRA, Superfund, PHMSA
• Advise on permitting and enforcement matters involving land use, air, and water quality
• Participate in enforcement discussions with regulators to seek favorable resolutions
• Assist in environmental due diligence and review liability provisions in transactional documents
• Be on call during Crisis Management situations
