Job summary

Rowan Digital Infrastructure invites an experienced Senior Corporate Counsel to lead Economic Development and External Relations. You will negotiate economic incentives, engage with government officials, and advise leadership on regulatory and public policy matters, while supporting community relations and strategic communications.

The role requires a JD from a U.S. law school and 5–7 years of regulatory/government affairs experience, including managing outside counsel across multiple

Qualifications

• JD from an accredited U.S. law school and active license to practice law in the jurisdiction where you live.
• 5-7 years’ experience as an attorney with at least 4+ years focused on regulatory/governmental affairs, incentives, policymaking, and land use.
• Strong drafting, negotiation, and communication skills.
• Ability to manage outside counsel and oversee multiple high-priority projects.
• Experience providing legal counsel for data centers or related industries with complex land development.
• Experience with hyperscale data center companies (preferred).
• Ability to work in a fast-paced, cross-functional environment with a growth mindset.

Responsibilities

• Structure, draft and negotiate economic incentives, community benefits, development, and utility agreements and related economic development documentation.
• Represent Rowan in proceedings, meetings, engagement sessions, and hearings with community partners, government officials, policymakers, and other key stakeholders.
• Coordinate strategy for state and local legislative and regulatory matters affecting development, energy, water, tax policy, and land use.
• Advise on land use, entitlement, and permitting actions and respond to inquiries, audits, and requests.
• Provide counsel on political engagement such as lobbying and political campaigns.
• Manage outside counsel and other partners across multiple jurisdictions.
• Assist with development of internal policies, playbooks, and precedent documents.
• Serve as a partner to teams across Rowan to develop de-risking and execution strategies.
