Senior Cost Manager – Retail Construction & Value Leader

Job summary

Turner & Townsend is seeking an experienced Senior Cost Manager and/or Quantity Surveyor to serve as the primary client interface, delivering value-added cost management across retail construction projects.

The role requires excellent communication and stakeholder management, with experience in leading cost management on complex projects and a client-facing environment. On-site presence may be required depending on client needs.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering or field related to construction.
• 5-7 years of relevant experience in cost management within the construction industry.
• RICS accredited or working towards it is preferred.
• Experience leading cost management on medium to large size projects of medium to high complexity.
• Construction consultancy experience strongly preferred.
• Good knowledge of procurement routes, value management, and value engineering.
• Excellent communication skills.
• Fluency or near-fluency in Korean, with strong written and verbal business communication.

Responsibilities

• Estimates and negotiates change orders across the construction lifecycle.
• Provides cost planning and final cost plan preparation.
• Collaborates with design teams and general contractor on cost estimates.
• Reconciles changes; ensures contractor data accuracy.
• Prepares cost estimate updates with stakeholders.
• Drives cost discussions and prepares executive summaries.
• Coordinates sources of cost information from internal and external teams.
• Informs engineering priorities based on cost impact.
• Works with minimal supervision to resolve scheduling issues.
• Manages cost checks, valuations, and post-contract variances.
• Participates in VE sessions and value engineering.
• Prepares funding data presentations and cost reports for clients.
• Develops cost plans through design phases and milestones.
• Reviews contractor pricing and negotiates to drive fair prices.
• Carries out cost controls and change management throughout projects.
• Ensures robust post-contract cost validation and final accounts.
• Mentors talent and promotes a positive team culture.
• Demonstrates leadership and aligns delivery with company values.
