Job summary

Parsons is seeking a Senior Cost Analyst to join our Owner’s Advisor team supporting the METC Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. You will manage risk, validate pricing, and develop detailed cost estimates across design, procurement, construction, and closeout.

Responsibilities include independent GMP review, cost benchmarks, and communicating findings to senior Government leadership.

Qualifications

• Bachelor’s degree in engineering, construction management, architecture, quantity surveying, finance, business, or related discipline.
• 10+ years of progressively responsible estimating, cost engineering, commercial management, or construction cost-control experience.
• Experience developing or independently reviewing GMPs, design-build pricing, open-book estimates, subcontractor bid packages, and major construction change proposals.
• Ability to analyze contingency, escalation, allowances, general conditions, fee, procurement risk, and cost uncertainty.

Responsibilities

• Serve as the Owner’s Advisor’s independent commercial and cost-management resource for the METC program.
• Provide validation of design-builder pricing, GMP development, contingency, escalation, allowances, change exposure, and risks.
• Develop and maintain independent cost estimates and benchmarks for GMP formation.
• Perform open-book review of GMP submissions, bids, quotations, labor, equipment, and allowances.
• Evaluate factory-to-site costs including fabrication, transportation, site work, and interface costs.
• Maintain an independent estimate-at-completion and forecast variance.
