Job summary

Parsons is seeking a Senior Cost Analyst to join our Owner's Advisor team for the METC Recapitalization Program at Joint Base San Antonio-Fort Sam Houston. You will help manage risk, protect the government's interests, and support the delivery of large-scale Air Force infrastructure projects.

You will develop and validate GMPs, perform cost reviews, and maintain independent estimates throughout design, procurement, construction, and closeout, collaborating with government and industry partners.

Qualifications

• Bachelor's degree or higher in engineering, construction management, architecture, quantity surveying, finance, business, or related discipline.
• 10+ years in estimating, cost engineering, commercial management, or cost-control in construction.
• Experience developing or independently reviewing GMPs, design-build pricing, open-book estimates, subcontractor bids, and major construction change proposals.
• Ability to analyze contingency, escalation, allowances, general conditions, fee, procurement risk, and cost uncertainty.

Responsibilities

• Serve as the Owner's Advisor's independent commercial and cost-management resource for the METC program.
• Provide decision-grade validation of design-builder pricing, GMP development, contingency, escalation, and change exposure.
• Develop and maintain independent cost estimates and benchmarks to validate pricing.
• Perform detailed, open-book review of GMP submissions including bids, quotes, labor, materials, and allowances.
• Evaluate factory-to-site costs including fabrication, transportation, staging, and site work for scope gaps.
• Maintain an independent estimate-at-completion and monitor cost trends, overruns, and forecast variance.
