Qualifications

• Bachelor’s degree in business, supply chain, legal studies, or related field, or equivalent experience.
• At least five years of defense contract administration; seven years preferred.
• Working knowledge of FAR Part 16, FAR Part 44, and DFARS flow-downs.
• Ability to draft teaming agreements and subcontract documents.
• U.S. citizenship with ability to obtain and maintain DoD Secret clearance.
• On-site in Charleston, SC.
• Demonstrated initiative and ownership: independently identify priorities and follow through.
• Ability to collaborate with leadership, program teams, Finance and other stakeholders.
• Commitment to improving processes and contributing to company growth.

Responsibilities

• Administer the three cost-plus-fixed-fee primes and the firm-fixed-price subcontract, including modifications, funding, fee, deliverables, limitation of cost and funds, and closeout.
• Draft, negotiate, and administer subcontracts; prepare consent packages, flow down FAR and DFARS clauses, document price analysis and source selection, and keep files audit-ready.
• Build and document the contractor purchasing system: policies, subcontract file standards, flow-down matrices, consent tracking, and small-business records, so the system would stand up to a DCMA review.
• Write and negotiate teaming agreements and nondisclosure agreements for current and future work.
• Support conversion of selected cost-plus-fixed-fee tasks to firm-fixed-price: gather historical cost, identify risk that cannot transfer, and prepare the contractual package for the contracting officer.
• Review Big-5 subcontract terms and coordinate changes with their contracts staff and our program team.
• Advise program and finance staff on FAR and DFARS cost-reimbursement rules, allowable cost, and the different risk posture of the firm-fixed-price subcontract. Escalate disputes and formal legal questions to counsel.
• Support business development capture by reviewing solicitations, agency supplements, and teaming structures.
