Job summary

Qualifications

• FAC-C Professional selective placement factor is required at time of application.
• Four (4) years of contracting or related experience, with at least one year of specialized experience at or above the next lower grade.
• A 4-year degree with at least 24 semester hours in listed fields (accounting, business, finance, law, contracts, purchasing, economics, etc.).
• Exceptions exist for certain federal procurement career paths; promotion eligibility may require waivers and VA policy familiarity.

Responsibilities

• Lead architect-engineer and construction contract negotiations, directing teams across acquisition activities.
• Apply procurement laws and regulations (FAR, VAAR) to contract initiation and implementation programs.
• Develop and implement contract strategies, budgets, and life-cycle cost analyses for major VA projects.
