Job summary

Texas Department of State Health Services seeks a Contract Specialist V to lead contract management activities, including RFP development, budget reviews, and performance monitoring. The role serves as a liaison among contractors, program staff, and procurement services, ensuring compliance with state and federal requirements.

Under the supervision of the Branch Manager, you will oversee contract development from start to closeout, provide guidance on policies, and manage daily CMS operations

Qualifications

• Experience in contract management activities such as development of contracts and RFPs.
• Ability to analyze contractor performance using expenditure data and reports.
• Knowledge of federal and state contracting laws, rules, and policies.

Responsibilities

• Lead contracting activities: RFP development, planning meetings, timelines, and evaluation criteria.
• Coordinate budget reviews and negotiations of budgets and performance measures.
• Monitor contractor performance, expenditures, and compliance with contract terms.
• Serve as single point of contact for contractual accountability with contractors and internal stakeholders.
• Provide guidance on contract administration policies and procedures to staff and management.
• Oversee contract amendments, terminations, and closeout activities.
