Job summary

Texas Health and Human Services Austin office is seeking a Contract Specialist IV to manage a broad range of contracts under the Rural Texas Strong program. The role emphasizes senior-level contract management, negotiation support, and independent action within the Contract Administration framework.

The position requires coordination with Legal, procurement, and multiple departments, ensuring compliance with state rules, and delivering on complex contract obligations.

Qualifications

• Graduation from a four-year college; degree in business administration, public administration, finance, or related field preferred.
• At least two consecutive years of contract management and financial oversight experience in government entities.
• Four years of government contract and financial monitoring experience preferred.

Responsibilities

• Oversee full contract lifecycle from requirements to closeouts, including amendments and deliverables.
• Maintain contract records in CAPPS, SCOR, and GMS per policy.
• Monitor budgets, invoices, variances, schedules, deliverables, and vendor performance.
• Coordinate with Legal, procurement, and stakeholders; report findings to leadership.
