Job summary

Dept of State Health Services in Austin, Texas seeks a senior Contract Specialist IV to oversee contract management, monitor expenditures, and evaluate contractor performance from development through closeout. You will coordinate policy development, guidelines, and procedures to ensure compliance with state and federal rules.

Under supervision, you will provide guidance to program staff, manage complex negotiations, and collaborate across divisions to drive quality and performance improvements

Qualifications

• Thorough knowledge of contracting regulations, business administration and accounting principles.
• Knowledge of audit principles, process improvement, and quality management.
• Knowledge of the State of Texas budgeting and other financial policies and procedures.
• Ability to write and edit contract requirements and specifications.
• Ability to interpret policies and develop operating procedures for the Contract Management Section.
• Ability to evaluate financial data for reasonableness, necessity, and conformity to contract requirements.
• Ability to lead or work as part of a team.
• Experience with Microsoft Word and Excel.

Responsibilities

• Monitor and analyze contractor performance and expenditures to ensure compliance with contract terms.
• Provide guidance to program staff on contract administration policies and procedures.
• Coordinate risk assessment for contract monitoring and planning.
• Resolve contractor issues and ensure contract closeout in accordance with policy.
• Develop and refine contract administration policies and procedures aligned with agency goals.
• Support disaster response and Continuity of Operations (COOP) activation as needed.
