The Defense Health Agency (DHA) is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals.

To qualify, a candidate must possess:

1. A 4-year course of study leading to a bachelor's degree with a major in any field, including or supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization.
2. Minimum 10 years of direct Federal procurement experience, including at least 5 years as a Federal government employee in the 1102 series (or equivalent) as a contract specialist or procurement analyst. Up to 5 additional years of relevant experience may be considered.
3. For Colorado applicants, at least 10 years of federal procurement experience in the GS-1102 series or equivalent, with a preference for 5 years of DoD procurement or contract administration experience.
4. Exceptional knowledge of all phases of acquisition management.
5. Knowledge of price and cost analysis to review proposals and determine price reasonableness.
6. Skills in fact-finding, analysis, and problem resolution, with the ability to develop action plans.
7. Deep understanding of Federal and DoD contracting principles, including FAR, DFARS, DoD directives, laws, and regulations.
8. Ability to provide expert technical advice and staff coordination.
9. Experience with contract writing systems (preferably PD2) is a plus.
10. Excellent written and oral communication skills, proficiency in MS Office, MS Project, and Adobe Acrobat.

Supported Technologies include the Integrative Acquisition Environment and DOD acquisition systems.

Physical demands include sitting for extended periods, handling objects, reaching, talking, hearing, and occasional lifting less than 20 pounds. Regular attendance is required.
