Job summary

Bixal is seeking a Senior Content Strategist to lead the federal health agency open data platform project, guiding content strategy, governance, and publication workflows across multiple offices. You will ensure accessibility, metadata standards, and high-quality documentation for hundreds of data products.

Remote-friendly role with occasional travel to client sites; requires 10+ years in content strategy, federal migration experience, and ability to obtain Public Trust.

Qualifications

• BA in Communications, English, Information Science, Library Science, Journalism, or a related field.
• At least 10 years of experience in content strategy.
• At least 5 years of experience creating content guidelines and taxonomy planning for public‑facing data websites.
• Experience with federal content migration projects.
• Experience working in agile delivery teams, using Jira and Confluence.
• Strong plain‑language writing and editing skills for audiences with very different levels of data fluency.
• Working knowledge of accessibility standards (Section 508/WCAG 2.1 AA) for web content and documents.
• This position requires the ability to obtain and maintain a favorable Public Trust determination in support of a federal government contract.

Responsibilities

• Own the platform’s content strategy, aligning it with program objectives, quarterly OKRs, and the product roadmap.
• Develop and maintain content guidelines, style standards, and editorial workflows that keep content consistent across multiple contributing agency offices.
• Lead a cohesive data and content governance approach, including standard guides, guided authoring steps, and role‑based publishing workflows in Drupal.
• Maintain and evolve the site structure, taxonomy, and metadata so users can quickly find the data they need, including consistent naming conventions across data products.
• Partner with developers and web analytics staff to improve search relevance and findability, using data from tools such as Adobe Analytics and Google Search Console.
• Apply open data metadata standards (e.g., DCAT‑US) to dataset pages and supporting content.
• Plan and lead content migration from other agency data websites onto the platform, including content inventories, audits, content mapping, and redirect planning.
• Contribute the content, taxonomy, and information architecture approach to the program’s data website consolidation strategy, and guide its execution once approved.
• Ensure every new data page launches with complete supporting documentation, including plain‑language descriptions, methodology documents, and data dictionaries.
• Coach data owners across the agency on content standards and review their submissions before public release, supporting at least 10 new data product releases per year.
• Contribute to help desk FAQs, user guides, release notes, and other user‑facing communications.
• Use user research, help desk trends, and analytics to identify content gaps and translate findings into user stories with clear acceptance criteria.
• Participate in sprint ceremonies, Program Increment planning, demos, and retrospectives, and keep content standards current in Confluence.
• Ensure all content meets Section 508 and WCAG 2.1 AA requirements and maintain human oversight of any AI‑assisted content.
• Other relevant duties as assigned and qualified/trained to perform
