CACI International Inc. is seeking a Senior Consultant to lead organizational change management and training for a large-scale federal HCM modernization using Oracle Fusion Cloud HCM across multiple agencies.

You will develop agency-specific change strategies, prepare stakeholders, design communications and training, and measure adoption to ensure full sustainment of the new system.

Qualifications

  • Bachelor's degree required with 5+ years in organizational change management, training, or stakeholder engagement.
  • Proven experience applying OCM methodologies (Prosci ADKAR, Kotter, Bridges) in enterprise deployments.
  • Experience developing and delivering role-based training for enterprise software platforms (instructor-led, virtual, and e-learning).
  • Strong multi-channel communications strategy experience for diverse stakeholder audiences including executives and end users.
  • Excellent written and verbal communication with ability to create executive-ready content.

Responsibilities

  • Develop OCM strategies for each agency transition wave using ADKAR or equivalent.
  • Conduct stakeholder analysis and engagement planning across HR offices, CIOs, unions, and end users.
  • Design and deliver multi-channel communications campaigns (exec briefings, town halls, newsletters, FAQs).
  • Create role-based training curricula for Oracle Fusion Cloud HCM for practitioners, managers, employees, and admins.
  • Conduct readiness assessments and identify gaps to mitigate adoption risks.
  • Design and track adoption metrics (utilization, tickets, training completion, satisfaction).
  • Coordinate with CFEs and SMEs to ensure training aligns with configurations and federal HR policies.
  • Assist transition from legacy HR systems with side-by-side guides and new workflow docs.
  • Plan change champion networks and sustainment activities post go-live.
  • Participate in SAFe Agile ceremonies and align OCM with PI timelines.

Deploying Oracle Fusion Cloud HCM across multiple federal agencies serving federal civilian employees is not just a technology challenge — it is a people challenge. Every agency has its own culture, its own HR workflows, and its own stakeholders who must understand, accept, and ultimately champion the new system. You will apply structured change management methodologies such as Prosci ADKAR to develop and execute agency-specific change strategies, stakeholder engagement plans, communications campaigns, training programs, and readiness assessments. From initial awareness through full adoption and sustainment, you will be the driving force that ensures this modernization is not just implemented but truly embraced.
