Job description

The Senior Consultant supports the delivery of high-quality consulting services to state and local government clients across a range of public-sector programs and initiatives. This role is focused on helping agencies solve complex challenges related to program implementation, public health, infrastructure recovery, community development, and disaster recovery. Senior Consultants work closely with clients to understand agency priorities, define project goals, and provide technical, strategic, and operational support. They play key roles in project delivery—often serving as Project Directors, Technical Leads, or Strategic Advisors—and collaborate with internal teams, subcontractors, and stakeholders to ensure quality outcomes aligned with client objectives. The Senior Consultant may also contribute to internal training, knowledge management, and development of standardized tools or processes to improve service delivery. They will work closely with Senior leadership to identify growth opportunities, support business development efforts, and build relationships with key agencies, partners, and stakeholders. While some travel may be required for client meetings, workshops, or field support, this role is primarily focused on planned, strategic work with public-sector partners—not emergency response. The ideal candidate brings experience working with or for state/local agencies, understands the operational and regulatory landscape of public programs, and is comfortable leading projects with high visibility and impact.

ACTIVITIES/TASKS/SCOPE

  • Serves as a government services consultant on state and local projects with limited oversight, and may act as a Project Technical Director for key initiatives or programs.

  • Assumes leadership roles on client projects, coordinating closely with agency staff, program stakeholders, and internal teams.

  • Develops written scopes of work, project plans, proposals, deliverables, and related documentation to guide program implementation and compliance.

  • Works directly with clients to appropriately scale projects, identify staffing needs, and define resource requirements.

  • Coordinates with project managers and operational leads to ensure field teams and support personnel are effectively deployed and equipped.

  • Collaborates with data managers and quality leads to ensure program deliverables are accurate, timely, and aligned with contract requirements.

  • Supports internal readiness by developing and delivering training, refining tools and templates, and documenting best practices for state/local program delivery.

  • Provides technical guidance and training to agency clients in areas of subject matter expertise, such as public health impact, program operations, or compliance.

  • Participates in strategic planning or surge staffing efforts for high-visibility programs or initiatives, especially those requiring quick deployment or multi-agency coordination.

  • Supports various CTEH Government Services programs—including public health, infrastructure recovery, program management, and stakeholder engagement—to ensure projects are well-staffed and aligned with client needs.

  • Ensures compliance with applicable agency, state, and federal requirements, as well as internal quality and operational policies.

  • Performs other duties as assigned in support of division growth and delivery excellence.

Administrative/Direct Report Management

  • Provide day-to-day personnel management to assigned department personnel.

  • Define, maintain, and communicate core program requirements and expectations.

  • Help mentor, coach, and train teams to strengthen capabilities and competencies to meet client expectations.

  • Assist with promotional and new-hire interviews.

  • Conduct monthly One-On-Ones with direct reports.

  • Conduct annual reviews for assigned direct reports.

EDUCATION, EXPERIENCE, & CREDENTIALS

  • Required: Bachelor’s degree in applicable field, plus a minimum of eight + years of additional field experience.

  • Preferred: Experience working in a Senior / Executive Government Services or Government Relations role.

  • Ability to understand and follow written and verbal directions and communicate at a professional level in the English language.

  • Strong organizational skills and attention to detail.

  • Strong leadership and critical thinking skills.

  • Current driver’s license (Required).

  • Current passport (Required).

  • Ability to work in hazardous and adverse conditions.

  • Ability to make decisions in an emergency situation.

  • May work at altitudes greater than 5000 feet above sea level.

  • May work on land, sea or air.

  • May work in a setting with potential physical and chemical hazards.

  • Frequent, extended travel.
