BB&E is seeking a Construction Surveillance Engineer to support NAVFAC Southeast at the NAS Jacksonville, FL site. The role covers inspection, QA, schedule analysis, and contract administration across repair, demolition, and new construction projects, coordinating with contractors and government representatives.

Strong scheduling, cost estimation, and documentation skills are essential. Applicants should bring 7+ years in construction management, ABET/ACCE/NAAB degree, and US citizenship.

Qualifications

• 7+ years in Construction Manager/Field Engineer roles on commercial/industrial facilities.
• Bachelor's degree in engineering, construction management, or architecture (ABET/ACCE/NAAB).
• US citizenship and valid driver's license.

Responsibilities

• Provide management support for inspection, QA, ESS compliance, and contract administration for repair, demolition, and new construction.
• Coordinate outage requests, permits, haul routes, and similar items with the construction Contractor.
• Attend meetings, take notes, brief FEAD/ROICC representatives, and prepare reports and submittal reviews.
• Review submittals for Government approval; analyze schedules and provide comments on progress diagrams and safety plans.
• Monitor CQC compliance, environmental protection, materials testing, and witness testing of systems.
• Prepare CRRs, CCCNs, and contract modification cost estimates; maintain project documentation in eCMS.
• Identify long-lead items and procurement strategies; assist in pre-final inspections and modification negotiations.
• Ensure as-built drawings and submissions meet government standards; manage RFIs and documentation with NAVFAC.
