Job summary

R.M. Chin & Associates, Inc. seeks a Senior Project Manager/Resident Engineer to lead roadway improvement projects and manage transportation engineering objectives in Chicago. The role demands initiative, motivation, and a commitment to successful project delivery. You will represent CHIN across construction management matters.

The Senior PM plays a pivotal role in coordinating with clients and staff, overseeing a CM team, and ensuring project delivery from pre-construction to final invoicing.

Qualifications

  • Bachelor's degree in civil engineering.
  • 15 years of transportation construction management experience.
  • Professional Engineer (PE) license.
  • Strong computer skills: Excel, Word, Bluebeam, SiteManager, Headlight, or other construction documentation software.
  • Experience with IDOT Standards, Standard Plans, and Construction Contract Administration Manual.
  • IDOT and Tollway experience a plus.
  • Competitive base salary between $145–$180K, depending on project assignment, experience, skills, and location.

Responsibilities

  • Oversee construction oversight to ensure projects conform to design, budget, and schedule; enforce contractor compliance from pre-construction to completion.
  • Represent the company at meetings, presentations, and public hearings for assigned projects.
  • Provide leadership and oversight to a CM team ensuring specs are followed.
  • Process pay estimates and authorizations; manage inspector's IDRs and contractor activities.
  • Maintain accurate field records: daily reports, test reports, and as-built drawings.
  • Oversee post-construction phase, final deliverables, final pay requests, punch lists, and final invoicing.
  • Own interpretation and coordination of construction engineering assignments.
  • Serve as a specialist in advanced concepts for an assigned area.
  • Analyze complex construction/design problems and consult with design engineering personnel.
  • Participate in marketing and proposal preparation.
  • Prepare and approve scope of work and costing documents for proposals.
  • Coordinate with senior staff, stakeholders, and disciplines to manage project execution.
  • Perform additional responsibilities per business needs.

(CHIN) is seeking a dedicated Senior Project Manager/Resident Engineer to lead the delivery of roadway improvement projects and assist in the management of transportation engineering objectives. The ideal candidate demonstrates initiative, is highly motivated, and committed to ensuring successful project delivery. The Senior Project Manager plays a pivotal role in representing CHIN across all construction management related matters.

Job Duties
  • Oversee construction oversight efforts to ensure projects are constructed in accordance with design, budget, and schedule and enforces contractor compliance from pre- construction to completion
  • Serves as a representative of the company and its clients at meetings, presentations, and public hearings relative to assigned projects.
  • Provides leadership and oversight to a CM team ensuring project specifications are being followed.
  • Timely processing of pay estimates and authorizations, and the satisfactory completion of inspector's IDRs and contractor activities.
  • Ensure accurate field records are being maintained, such as daily reports, test reports, and as-built drawings.
  • Oversees post-construction phase, final deliverables, reviewing final pay request and punch lists, coordinating final acceptance inspections, tracking of warranties, and preparation of final invoicing.
  • Full technical responsibility for interpreting, organizing, executing, and coordinating construction engineering assignments.
  • Acts as a specialist in the application of advanced concepts, principles, techniques, and procedures for an assigned area of responsibility.
  • Analyzes complex construction/design problems requiring the development of new or improved techniques or procedures and consults with design engineering personnel.
  • Participate in marketing and proposal preparation.
  • Prepare and approve scope of work and costing documents for proposals.
  • Coordinate with other senior engineering staff, lead junior team members, project stakeholders, and other disciplines to manage an organized approach to project execution.
  • Perform additional responsibilities as required by business needs including business cultivation strategies and efforts.
Qualifications
  • Education: Bachelor’s degree in civil engineering
  • 15 years of Transportation Construction management experience.
  • Professional Engineer License (PE)
  • Strong computer skills (Excel, Word, Bluebeam, SiteManager, Headlight, or other construction documentation software.)
