Job summary

Parsons is seeking a Construction Manager to oversee execution of complex infrastructure projects for PG&E in the Bay Area. You will lead site teams, manage safety, cost control, schedules, and contract administration while coordinating with clients and subcontractors to deliver on program goals.

Qualifications

• Bachelor's Degree in construction-related field.
• 15+ years of field construction experience.
• Experience overseeing major capital projects.
• Strong knowledge of construction management practices, cost control, budgeting, scheduling, and contract administration.

Responsibilities

• Act as Parsons' representative with the client, subcontractors, suppliers, and other project stakeholders during project execution.
• Represent the client in negotiations with regulatory agencies and in public meetings, as required.
• Oversee the development and implementation of Construction Management Plan, Site-Specific Health and Safety Plan, QA/QC Plan, and other project documentation.
• Supervise inspection staff on assigned projects and provide oversight of field inspection activities.
• Prepare purchase requisitions and procure items necessary for field office operations.
• Establish procedures for administration of all field vehicles and equipment, including maintenance of status logs and required reports.
• Supervise and coordinate the work of subcontractors to ensure compliance with contract requirements, schedule, safety, and quality expectations.
• Coordinate the preparation of requisitions, subcontract scopes of work, amendments, and task orders.
• Review and approve subcontractor safety plans and quality control plans.
• Ensure subcontract files are maintained with current insurance certificates, correspondence, and required documentation.
• Monitor subcontractor expenses against budget and prepare draft amendments when necessary.
• Ensure the prime contract file remains current with insurance certificates and correspondence.
• Prepare and negotiate scope changes with the client and key subcontractors.
• Develop and implement action plans to address potential cost overruns, schedule delays, and significant scope changes, while advising the client and company management of impacts.
• Maintain current and timely change orders and ensure accurate documentation throughout the project lifecycle.
• Supervise the preparation of the client's monthly construction progress report and contract status report.
• Prepare work breakdown structures, budgets, and forecasts.
• Prepare monthly safety self-assessments.
• Oversee development of monthly Parsons invoices and review for accuracy.
• Review and approve subcontractor invoices.
• Prepare quarterly construction management reports and coordinate associated meetings.
• Establish and manage the QA/QC Plan, including development of inspection and test plans.
• Supervise the setup and accreditation of the onsite materials testing laboratory, when required.
• Establish project safety and emergency response procedures.
• Conduct weekly construction site inspections with the contractor's safety representative to ensure compliance with safety standards.
