Job description

We are seeking an experienced Chief Construction Inspector (CCI) to provide field leadership and construction oversight for major utility infrastructure projects throughout New York.

The Chief Construction Inspector will be responsible for supervising inspectors, field personnel, and contractors performing construction within generating stations, substations, utility facilities, roadways, bridges, and other infrastructure environments.

This position requires a strong background in construction inspection, contractor management, field safety, project documentation, cost control, and utility or heavy infrastructure construction. The CCI will ensure projects are completed safely, according to drawings and specifications, and within established schedules and budgets.

Key Responsibilities

Field Construction & Inspection

• Supervise company inspectors, union personnel, General Utility Workers, and contractors performing construction activities.
• Ensure field teams understand and comply with project scope, drawings, specifications, procedures, and construction requirements.
• Conduct and oversee inspections of construction activities and contractor work.
• Monitor workmanship and identify deficiencies, non-conforming work, and potential construction issues.
• Protect existing utility assets and maintain the integrity of facilities during construction.

Contractor Oversight

• Monitor contractor performance, productivity, quality, safety, and adherence to project requirements.
• Coordinate contractor activities with engineering, operations, construction management, and other project stakeholders.
• Review and manage RFIs, submittals, change orders, schedules, and field issues.
• Verify work completion and support contractor payment and closeout activities.

Safety & Regulatory Compliance

• Maintain a strong safety culture and promote a Zero Harm working environment.
• Conduct and participate in job briefings, JSSEs, toolbox talks, safety meetings, and field training.
• Ensure compliance with applicable safety and environmental requirements.
• Monitor compliance with NYC DOB requirements, Code 753, OSHA requirements, company standards, and environmental regulations.
• Respond to construction incidents, emergencies, damages, and environmental or safety events.
• Prepare investigation documentation and corrective-action reports when required.

Project Controls & Documentation

• Daily field reports and inspection logs
• RFIs and submittals
• Meeting minutes
• Progress photographs
• Inspection records and certifications
• Punch lists and closeout documentation
• Monitor project budgets, forecasts, contractor payments, cash flow, and change orders.
• Identify schedule, cost, quality, and safety risks and elevate issues appropriately.

Project Coordination & Closeout

• Coordinate with contractors, engineers, architects, project managers, operations personnel, municipal agencies, and third-party inspectors.
• Facilitate resolution of field conditions and construction conflicts to maintain project progress.
• Coordinate required special inspections and third-party inspections.
• Manage punch-list completion and verify outstanding deficiencies are corrected.
• Review warranties, certifications, turnover packages, and final project documentation.
• Support final acceptance and successful project closeout.

Required Experience & Qualifications

• Strong experience in construction inspection, construction supervision, or field construction management.
• Experience supervising inspectors, contractors, trades, or other field personnel.
• Knowledge of construction drawings, specifications, contracts, and project documentation.
• Experience overseeing large-scale utility, power generation, substation, industrial, civil, or infrastructure construction projects.
• Strong understanding of construction safety and regulatory requirements.
• Experience managing contractor performance, schedules, change orders, RFIs, submittals, and project closeout.
• Ability to coordinate effectively with engineering, construction, operations, contractors, and external agencies.
• Strong field problem-solving, communication, documentation, and leadership skills.
• Ability to work primarily on-site and in active construction environments.
• Ability to respond to emergency situations when required.

Preferred Certifications / Qualifications

• OSHA safety certification
• CPR / First Aid certification
• New York State Project Monitor certification, where applicable
• NYC construction or DOB-related experience
• Code 753 knowledge
• Utility construction experience
• Experience working within generating stations or electrical substations
• Familiarity with contractor oversight, construction management, and internal project-control systems
