Job summary

American Bridge Company is seeking a Construction Quality Engineer (CQE) to implement the prime contractor's Quality Management Plan on a design-build project. The CQE acts as the owner’s QA liaison, reporting to the Quality Manager, and ensures construction complies with contract requirements.

The role requires a NY-registered P.E. with 7+ years of DOT experience and strong communication for client-facing situations.

Qualifications

  • Must be a licensed Professional Engineer (P.E.) and registered in New York or able to obtain reciprocity.
  • Minimum 7 years of DOT construction experience with at least 5 years in roles such as Project Manager, Superintendent, QA/QC Manager, Quality Engineer/Coordinator, or Project Engineer.

Responsibilities

  • Implement the project Quality Management Plan and suggest improvements to construction activities.
  • Review quality documents from contractors and subvendors for validity and conformance to contract requirements.
  • Compile quality documents, prepare narratives, update logs, and certify monthly quality submittals.
  • Monitor construction work and deliveries to ensure adherence to ITPs and hold points; document QA/QC activities.
  • Lead biweekly quality meetings and participate in progress meetings as required.
  • Lead quality kickoff meetings for new scopes of work.
  • Prepare for and participate in external audits by owner's representatives and other third parties.
  • Perform internal audits of contractor operations as directed by the Quality Manager.
  • Coordinate owner's QA activities at jobsite and offsite locations.
  • Maintain NCR and nonconformances logs and track corrective actions.
  • Maintain logs of personnel qualifications and inspection equipment calibrations.
  • Document NCR root-cause analyses and preventive actions.
  • Review submittals of construction documents including shop drawings and data sheets.

Summary of Role:

The Construction Quality Engineer (CQE) is responsible for implementing the prime contractor's Quality Management Plan (QMP) developed for the design-build project, ensuring that all construction work conforms to the contract requirements. The CQE works under direction of the project Quality Manager as an independent quality representative and operates separately from production and construction management functions. The CQE coordinates with project management and staff to ensure that construction quality control activities are performed in accordance with contract requirements and the QMP, conducting regular jobsite walkthroughs and visits to offsite suppliers and testing facilities as needed. The CQE serves as the day-to-day liaison for the owner's quality assurance staff, leads the biweekly project quality meetings, and compiles project documents for submittal in the monthly quality reports.


Minimum Qualifications:


  • Must be a licensed Professional Engineer and currently registered in the State of New York or able to obtain New York reciprocity.

  • Must have the equivalent of at least 7 years of DOT construction experience with at least 5 years of combined experience in any of the following roles: Project Manager, Superintendent, QA / QC Manager, Quality Engineer / Coordinator, or Project Engineer.

  • Must be able to communicate clearly and professionally in formal and informal client-facing situations.


Essential Duties and Responsibilities:


  • Implement the project Quality Management Plan and make recommendations for continuous improvement of construction activities.

  • Review contractor and subcontractor quality documents -- including personnel qualifications, daily logs, inspection and test reports, material and equipment certifications -- for validity and completeness in demonstrating conformance to contract requirements.

  • Compile construction quality documents, prepare narratives, update tracking logs, and certify Monthly Quality Report submittals.

  • Monitor construction work and material deliveries to ensure implementation of approved Inspection and Test Plans (ITPs), adherence to established hold points, and proper documentation of QA/QC activities.

  • Lead biweekly project quality meetings and participate in other construction progress meetings as required by contract and directed by the Quality Manager.

  • Lead quality kickoff meetings as needed upon commencement of new scopes of work.

  • Prepare for and participate in external audits conducted by owner's representatives as required by project specifications and other third parties as directed by the Quality Manager.

  • Perform internal audits of contractor operations or subcontractor work as directed by the Quality Manager.

  • Coordinate owner's QA activities at jobsite and offsite locations.

  • Maintain tracking logs of nonconformances (NCRs) and observations of deficient work, providing real-time status on identification and corrective action resolution.

  • Maintain tracking logs of personnel quality certifications and inspection equipment calibrations.

  • Ensure documentation of NCR root-cause analyses and follow-through of implementing preventive actions.

  • Review submittals of construction documents, including shop drawings, construction work plans, and product data sheets.


Physical Requirements:


  • Ability to work on active construction sites.

  • Ability to access bridges, elevated structures, scaffolds, work platforms, and confined spaces as required.

  • Ability to conduct field inspections in varying weather conditions.

  • Ability to wear required PPE and traverse uneven construction terrain.


Preferred Qualifications:


  • Experience in New York MTA / TBTA construction projects, especially in design-build contracts.

  • Construction trade inspection certification, such as, AWS Certified Welding Inspector, ICC Bolting Certification, AMPP / NACE Coating Inspection, ICC Special Inspector Certification.

  • Experience / proficiency in use of Procore construction management software.
