Job summary

Apartment Management Consultants (AMC) is hiring a Senior Compliance Manager to oversee daily compliance operations for LIHTC and HUD programs. The role directs in-house staff, ensures regulatory adherence, and coordinates audits across a regional portfolio.

Requires 5–7 years in LIHTC/Section 42 with HCCP/COS/TCS certs. Expect travel and a 3-days-per-week on-site schedule in a hybrid environment.

Qualifications

• Experience with LIHTC or Section 42 programs and related certifications.
• Familiarity with HUD, LIHTC, and affordable housing regulations.
• Ability to coordinate audits and respond to requests from authorities.

Responsibilities

• Oversee daily performance of in-house compliance staff and manage actions for sites out of compliance.
• Review and generate required reports for city and monitoring agencies.
• Lead/prep for Pre-MOR, Pre-CTCAC, and 3rd party monitoring audits.
• Coordinate annual recertifications and responses for affordable programs.
• Maintain liaison with housing authorities and government agencies.
• Ensure welfare exemption packets are prepared for a region.
• Travel as needed and maintain on-site presence 3 days per week.

The Senior Compliance Manager is a corporate role that assists in overseeing and managing the daily performance of the compliance team and affordable programs. They are responsible for ensuring regulatory compliance per HUD/LIHTC requirements for the corresponding portfolio.

Responsibilities Include:

• Manage the daily performance of in-house compliance managers and specialist while also performing compliance duties; required to travel based on business need
• Implement and Monitor plan of actions based on property specific needs for sites out of compliance
• Interpret regulatory agreements
• Generate/approve all Rent Schedules
• Conduct and lead all Pre-MOR, Pre-CTCAC, and all applicable 3rd Party Monitoring audits
• Review/Approve and/or complete all reports going to the city and monitoring agencies
• Review/approve and/or complete all move ins and denials
• Monitor and support the process of Review/approval for all annual recertifications
• Generate all Responses for all Affordable Audits
• Monitor and track compliance projects with the assistance of the Compliance Manager/Specialist.
• Monitor performance of Affordable communities in a set region
• Review and/or complete Special Claims and work with the site to assure waitlist has been properly updated
• Review and/or complete and Monitor EIV Monthly and Quarterly Reports for HUD properties
• Monitor and Track completion of Interim Certifications for HUD properties
• Work closely with various Housing Authorities
• Serve as the liaison between government agencies and industry organizations such as HUD
• 2nd Tier Review and approve annual welfare exemption property packets for a set region
• This position requires an average of 3 days per week on site

Requirements:

• 5-7 years of compliance experience processing Low Income Housing Tax Credit (LIHTC or Section 42) Project Based Section 8 (202 and or 811) Certifications.
• Proven experience with other affordable housing programs such as Bond, RDA, and HOME.
• HCCP, COS, TCS or equivalent certifications required

Competencies (Knowledge, Skills & Abilities):

• Knowledge of processing Low Income Housing Tax Credit (LIHTC or Section 42) certification paperwork
• Self-motivated with ability to work independently
• Excellent attention to detail and accuracy
• Ability to communicate effectively with others – employees, properties, supervisors, etc.

Compensation:

Full-Time $ 81,000.00 to $ 86,000.00 annually
