Job summary

Guidant Measurement in Erie, PA is seeking a Senior Compliance & Certification Engineer to lead global product compliance and certification programs. You will drive certification strategies, manage cross-functional teams, and act as the technical authority on pressure safety and weights & measures.

The role requires a BS in mechanical engineering and 7+ years in compliance or metrology, plus experience with ASME, PED, NTEP, and international standards.

Qualifications

  • BS Mechanical Engineering or related field.
  • 7+ years in product compliance or metrology.
  • Experience with notified bodies, regulatory agencies, testing laboratories, or certification organizations.
  • Ability to interpret engineering drawings, pressure calculations, material specifications, and international standards.
  • Strong technical writing and documentation skills.
  • Knowledge of pressure safety code, PED and ASME.
  • Knowledge of Weights & Measures certifications, NTEP, Measurement Canada, OIML, INMETRO.
  • Knowledge of ISO 17025 processes around Calibration & Testing.
  • Experience with custody transfer measurement systems, flow meter technologies, and applicable industry standards such as API, ISO, OIML, NTEP, PED, and ASME is highly desirable.

Responsibilities

  • Lead cross-functional certification projects involving engineering, operations, quality, sourcing, and external certification agencies.
  • Manage certification schedules and deliverables to support product launch timelines and customer requirements.
  • Serve as administrator for PED, CRN and pressure equipment compliance activities.
  • Support ASME pressure vessel and PED pressure-containing equipment reviews.
  • Maintain technical files, calculations and certification packages.
  • Support legal metrology approvals, including but not limited to NTEP, Measurement Canada OIML, NMI Australia, MID EU, and INMETRO, others as required.
  • Support hazardous location electrical safety certifications as required, includes working with department Electrical Engineer.
  • Support and maintain ISO 17025 accreditation activities for the FRTC Flow Laboratory.
  • Support witness testing, uncertainty analysis, calibration methods and audits.
  • Update existing or create new product compliance training materials for sales, engineering and manufacturing personnel on an ongoing basis.

Key Responsibilities We Will Trust You With:

As the Senior Compliance & Certification Engineer, you will:

  • Act as the company's subject matter expert and primary point of contact for global product compliance, certification, legal metrology, and pressure safety requirements.
  • Develop and execute certification strategies for product introductions and product modifications.
  • Identify compliance risks early in the product development process and drive corrective actions across engineering, manufacturing, and sourcing teams.
  • Serve as technical authority of Guidant Measurement for Certification and Compliance of our products with respect to Pressure Safety and Weights & Measures (Legal Metrology).
  • Pressure Safety includes knowledge of ASME requirements, PED (European Pressure Equipment Directive), CRN (Canadian Registration Number).
  • Weights and Measures activities will include working with agencies such as NCWM (National Counsel on Weights and Measures) which administers the National Type Evaluation Program (NTEP), Measurement Canada, Notified Body’s such as NMi (Netherlands Measurement Institute), International Organization on Legal Metrology (OIML), INMETRO, National Measurement Institute of Australis (NMI) and other global authorities.
  • Provide technical oversight and management of our Flow Research & Test Center ISO 17025 Accreditation.

What You Will Be Doing:

  • Knowledge of Weights & Measure certifications, NTEP, Measurement Canada, OIML R117 (Liquid) OIML R137 (Ultrasonic Gas), OIML-CS, INMETRO (Brazilian Requirements).
  • Knowledge of ISO 17025 processes around Calibration & Testing
  • Experience with custody transfer measurement systems, flow meter technologies, and applicable industry standards such as API, ISO, OIML, NTEP, PED, and ASME is highly desirable.

Key Interactions

Internally:

  • Product Development & Engineering supporting new or updated product certifications
  • Product Management to support product level compliance for pressure safety, weights and measures and Hazardous locations.
  • Sales & Tender to support certifications and compliance of products for application tendering
  • Partner with manufacturing and sourcing teams to ensure product designs, materials, fabrication methods, and suppliers maintain compliance with applicable certifications and regulatory requirements.
  • Support supplier qualification and audit activities related to certified products and critical components.

Externally:

  • Pressure Safety compliance agencies
  • Weights & Measures certification agencies
  • Customers for questions on compliance or in support of permanence testing
  • Industry committees, API, ASME, NTEP Measuring Sector, OIML R117, OIML R137 working groups.

Spends approximately 90% of the time in an office environment. Remaining 10% of time will be in FRTC (Flow Research and Test Center), or customer work sites, such as load racks, pipeline control centers. Note: These work sites tend to be noisy and subject to weather conditions.

Physical Demands:

Office environment requires sitting, operating a computer, walking and some lifting. Some potential exposure to possible shop hazards when visiting the shop/field environment that includes high noise, heavy machinery, and shop traffic.
