Salary $33.71 - $47.81/hour; $5,843.07 - $8,287.07/month; $70,116.80 - $99,444.80/year

This is responsible lead fieldwork involving enforcement of municipal standards. Bargaining unit position.

Nature Of Work

Under general direction, an employee in this class performs lead work for day-to-day tasks of code enforcement officers, and maintenance crews. Work is of more than average difficulty and involves participating in and providing guidance and direction to lower level code officers in the investigation of complaints, preparation and processing of appropriate corrective actions to be taken to gain compliance in zoning, housing, property maintenance and various other Municipal Code violations. Employees in this class are required to exercise considerable initiative and independent judgment in determining the best method of obtaining compliance and providing assistance on more technical and complicated code enforcement cases, and presents these cases to the court and related boards. This position is also responsible for the oversight of the Neighborhood Enhancement maintenance crew’s work assignments, ensuring work is distributed in a timely manner and follows through to verify work orders have been completed. Employees are required to drive extensively within the city limits to oversee the activities of lower-level employees, who work in the field. Considerable tact and courtesy are required when dealing with the public, officials and employees. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Consults with the general public and explains code requirements and enforcement policies regarding land development, minimum housing regulations, lot cleaning and parking enforcement activities.

Receives and distributes work orders to the maintenance crews. Oversees the distribution of equipment. Conducts training sessions during inclement weather.

Identifies homeless camps and coordinates the clean up efforts of discarded items.

Conducts more complicated technical inspections; inspects properties to resolve conflicts and complaints regarding plan deviations, plan and code interpretations or to provide guidance and technical assistance; maintains inspection records and suspense schedules for re-inspections; completes reports on inspections conducted.

Keeps abreast of new code developments and conducts training sessions to keep others informed of code changes; provides input in evaluating the performance of subordinates as needed to correct deficiencies and improve performance; develops goals and objectives to enhance career development and personal growth.

Prepares a variety of periodic and specialized reports of code enforcement inspections and activities; prepares accurate and detailed documentation of inspection findings and other written materials; reviews daily activity reports prepared by code enforcement officers and maintenance crews.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of : geographical layout of the city.

Working knowledge of: operation of computers and software; all applicable state and local laws, codes ordinances, and other regulations relating to zoning, rights-of-way sanitation, and revenue compliance.

Ability of: identifying equipment and supplies needed for clean-up projects.

Ability to : train others; oversee the work of others; communicate effectively both orally and in writing and prepare reports; address and solve complex problems; interpret and enforce departmental policies; establish and maintain effective working relationships with others.

Physical Requirements

Ability to lift 40-60 lbs., mostly walking, standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school supplemented by two (2) years of college coursework and/or five (5) years of public contact experience including three (3) years of experience in the enforcement of standards and codes; preference will be given to individuals with six (6) months in supervisory training/experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of: a valid Florida driver’s license; certification from International Code Council (ICC) as a Property Maintenance & Housing Inspector.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
