Job summary

City of Port Richey is seeking a Code Enforcement Officer to perform field inspections and enforce city codes. You will prepare descriptive reports, issue citations, and coordinate with Police, Fire, Public Works, and other entities to correct violations.

The role includes liaising with property owners and testifying in court, with duties also spanning budget support and compliance advocacy. Knowledge of enforcement practices and the ability to engage diverse stakeholders to restore properties

GENERAL DESCRIPTION

Performs responsible technical and administrative work in enforcing and complying with municipal laws, standards, and regulations. Work is performed under the direction of the Building Official or designee.

ESSENTIAL JOB FUNCTIONS
  • Responsible for daily field inspections and investigating and enforcing municipal codes, laws, and ordinances within the City to ensure compliance. Prepares descriptive reports, maintains logs and records, and issues Citations and Notice of Violations to property owners and tenants in violation of the City’s code or regulations.
  • Condemns unsafe structures and initiates demolition procedures when necessary. Performs follow-up inspections and, when necessary, coordinates with various City departments (e.g., Police, Fire, Public Works, Public Utilities, City Attorney), local, state, and federal regulatory agencies, private utility companies, Realtors, etc. to ensure that violations are corrected
  • Responds to inquiries and provides information, interpretation, and explanations concerning the City’s code enforcement policies, services, and procedures to City staff, advisory boards, and the general public.
  • Serves as the staff liaison to the Code Enforcement Board and testifies in court proceedings.
  • Assists in the preparation of the department’s annual budget request.
  • Inspection of residences, businesses, and related structures for code violations
  • Create, disseminate and store inspection reports
  • Disseminate “door hangars” when necessary and at the discretion of the Code Enforcer
  • Document code violations in accordance with city code and state law
  • With assistance from City Attorney, pursue legal remedies to code violations
  • Work directly with property owners to develop a plan for restoring properties to code compliance
  • Performs related non-essential duties as required.
KNOWLEDGE, SKILLS & ABILITIES

Knowledge of the principles, methods, practices, rules, regulations, procedures, and operations of code enforcement, including property research methods, legal descriptions, and general knowledge of applicable municipal laws, standards, and regulations relating to various land use, nuisance, and public safety codes (i.e., City Code of Ordinances, Comprehensive Plan, Land Development Regulations, occupational licenses, and other municipal, state, and federal regulatory codes)

The ability to establish working relationships with City employees, advisory boards, other governmental representatives, architects, developers, realtors, engineers, contractors, consultants, professional and technical groups, and the general public is essential.

PHYSICAL SKILLS

Able to lift to 50 lbs. unassisted. Ability to climb, bend, stoop, squat, and walk for long periods.
