Job title: Senior COBOL Developer / Team Lead (Visual COBOL & Oracle)
Location: Blythewood, SC · Onsite | Job type: Contract, Full-time
Before you apply, please read these — they're firm: the role is fully onsite in the Columbia, SC area, no remote or hybrid. You must currently reside in South Carolina, North Carolina, or Georgia. If you're not local, you must be living in SC at least 5 business days before your start date, at your own expense. CJIS background certification is required — the agency sponsors it.
Our client, a South Carolina state agency, runs a large mission-critical business system the public depends on every day. It's a Windows client-server application — Micro Focus Visual COBOL on the back end, .NET on the front end, Oracle underneath. This is not a mainframe shop.
We're looking for a senior COBOL developer who can also lead. You'd be the senior programmer and team lead on the COBOL development team, reporting to the development manager. That means writing and testing code yourself, taking the lead on tickets and projects, and sitting down with business units to work out specifications — not managing from a distance.
What you'll actually do: analyze the core business system and assigned tickets, take the lead on proposing solutions and see them through, work directly with business units on business and technical specifications, code, test, and promote changes, provide Level 3 production support, mentor the developers on the team, and give daily and weekly status to the development manager and business analysts.
What you need to bring: 10+ years of COBOL development, with hands-on Micro Focus experience — Visual COBOL (the system runs V9+), Enterprise Server, Net Express, or AcuCOBOL; long mainframe COBOL careers with a real move into the Micro Focus/Windows world fit this role well. Beyond that, each of these calls for 10+ years: system analysis, design, coding, testing, debugging, and implementation; complex, mission-critical applications in a Windows client-server environment; leading a technical development team; coding and testing COBOL business systems against an Oracle SQL database; L3 production support; and serving as the primary contact with business units on specifications.
Nice to have: Oracle 19+ SQL, Visual Studio / .NET / C#, government experience, a Bachelor's in Computer Science or related field, Visual COBOL certifications.
Pay is competitive, the contract is long-term, and the client is stable. W2 engagement.
