Job summary

GovCIO is seeking a COBOL Programmer with 8+ years of experience to support AMS Edit Book updates. This role is fully remote within the United States and requires the ability to obtain USPS Public Trust clearance.

You will code, test, and research existing processes to meet project timelines, collaborating with PMs, SMEs, and multimedia specialists. The candidate should have strong COBOL and DB2 skills, experience with ChangeMan, and a track record of translating complex requirements into

• USPS Public Trust clearance required or ability to obtain.
• Bachelor's degree preferred but not required.

Responsibilities

• Analyze user/business software system requirements and determine needs.
• Determine functionality of an application and perform upgrades over time.
• Maintain documentation to support software development policies, standards, and procedures.
• Develop, analyze, prioritise and organize requirements, data mapping, diagrams and flowcharts for developers and testers.
• Translate highly technical specs into clear non-technical requirements.
• Develop features and user stories with acceptance criteria.
• Assist team with cost estimates.
• Implement best practices for scalability, supportability, and performance.
• Create current and future state documentation for interfaces.
• Create Interface Control Documents (ICD) for interfaces.
