Job summary

HTC Global Services seeks a Senior COBOL Developer / Technical Lead to maintain, enhance, and build core business systems. The role blends hands-on COBOL development with technical leadership and production support.

Qualifications

• 6+ years of experience with Visual and/or Micro Focus COBOL.
• 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
• 5+ years of experience leading a technical software development team in planning and deployment of software systems.
• 10+ years of experience coding and testing complex COBOL-based business systems in an Oracle SQL database and Windows-based client-server environment.
• 5+ years of experience providing Level 3 (L3) production support.
• 5+ years of experience functioning as the primary contact with business units to develop and review business and technical specifications and ensure delivery of specified functionality.
• 10+ years of experience with computer system analysis, design, coding, testing, debugging, and implementation techniques and practices for developing new systems or modifying existing systems.
• Ability to work independently.
• Excellent communication skills.
• Ability to plan, define, lead, direct, instruct, and review project work and personnel.

Responsibilities

Job Title : Senior COBOL Developer / Technical Lead

Work on the maintenance, support, and development of core business systems . This role sits within the COBOL development team and serves as a Senior Programmer / Team Lead, supporting a complex client-server system with COBOL as the back end and .NET as the human interface.

The position combines hands-on COBOL development, technical leadership, production support, system analysis, and direct collaboration with business units to deliver solutions for complex business requirements.

What You’ll Do

Required Qualifications

• 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
• 5+ years of experience leading a technical software development team in planning and deployment of software systems.
• 10+ years of experience coding and testing complex COBOL-based business systems in an Oracle SQL database and Windows-based client-server environment.
• 5+ years of experience providing Level 3 (L3) production support.
• 5+ years of experience functioning as the primary contact with business units to develop and review business and technical specifications and ensure delivery of specified functionality.
• 10+ years of experience with computer system analysis, design, coding, testing, debugging, and implementation techniques and practices for developing new systems or modifying existing systems.
• Ability to work independently.
• Excellent communication skills.
• Ability to plan, define, lead, direct, instruct, and review project work and personnel.

Preferred Qualifications

• Oracle 19+ SQL
• Familiarity with Microsoft Visual Studio .NET / C# development environment
• Experience working in a governmental environment
• Visual COBOL technical certification
• Bachelor’s degree in Computer Science or a closely related discipline
• Experience mentoring and guiding less experienced technical colleagues
• Government agency environment experience is extremely helpful.
