Job summary

Blue Signal Search is seeking a Project Manager – Civil Land Development in Phoenix to own land development projects and lead engineering teams. You will translate client objectives into practical engineering strategies and oversee scopes, fees, and deliverables with a focus on quality and schedule.

The role demands a strong civil engineering background, Arizona PE or eligibility, and proven client-facing leadership.

Qualifications

• Bachelor's degree in civil engineering with 8+ years of relevant professional experience.
• Active Arizona Professional Engineer license, or the ability to secure Arizona PE registration within 3 months.
• Strong technical civil engineering background with site development/residential project experience.
• Proven ability to organize, supervise, and coordinate technical work with high client satisfaction.
• Proven client-facing success including initiating relationships and contract negotiations.

Responsibilities

• Lead civil land development assignments from initial planning to project delivery.
• Establish project plans balancing staffing, schedules, budgets, and client expectations.
• Direct engineering teams and consultants with technical guidance and accountability.
• Act as a primary client partner turning business objectives into engineering strategies.
• Develop scopes and fee proposals and participate in contract negotiations.
• Apply civil engineering expertise to solve site development challenges.
• Evaluate engineering deliverables for quality and alignment with requirements.
• Mentor engineering professionals through direction and feedback.
• Manage resources and priorities across concurrent assignments with commitments to clients and teams.
• Leverage AutoCAD Civil 3D familiarity during design reviews and issue resolution.
