Job summary

Omega Foundation Services, Inc. in Houston, TX is seeking a Civil Estimator with 5–10 years of heavy civil experience to prepare accurate cost estimates for large projects.

You will analyze bid documents, perform quantity takeoffs, develop means and methods, and assemble comprehensive bid packages for competitive, margin-protective bids. The role requires strong analytical skills, proficiency with estimating software, and the ability to travel occasionally to project sites.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or related field (or equivalent heavy civil estimating experience).
• 5–10 years of progressive experience as a Civil Estimator focused on heavy civil, industrial, pipeline, foundation, or infrastructure projects (min. $10M+ project size).
• Strong proficiency with estimating software and takeoff tools.
• Deep knowledge of heavy civil means and methods, equipment productivity, labor rates, and regional market conditions.
• Excellent analytical and mathematical skills with high attention to detail; ability to meet tight bid deadlines.
• Strong communication and collaboration skills; able to present estimates to leadership and clients.
• Valid driver’s license and willingness to travel occasionally for site visits, pre-bid meetings, or client engagements.

Responsibilities

• Review and interpret bid documents, plans, specifications, geotechnical reports, and addenda for heavy civil projects (deep foundations, pipelines, hydro excavation, site development, earthwork, utilities).
• Perform detailed quantity takeoffs and validate against field rates and historical data.
• Develop project-specific means and methods with Construction Manager and operations team.
• Price all direct costs: labor, equipment, materials, and subs; obtain vendor quotes.
• Build and maintain unit cost databases, production rates, and historical cost data for civil work.
• Assemble bid packages with scope narratives, assumptions, and risk assessments; prep for reviews and client presentations.
• Analyze risks and opportunities; recommend contingency levels and value engineering options.
• Support post-bid activities: scope reviews, hand off to PMs, track performance vs estimates.
