Commonwealth of Pennsylvania seeks a Senior Civil Engineer (General) to lead Abandoned Mine Land projects, assess resources, and guide environmental and grant-related decisions. Qualifications

• Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
• Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
• Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Responsibilities

• Plan and develop Abandoned Mine Land (AML) projects, classify site problems, and review ATP submissions from entry-level engineers.
• Assess environmental resources to meet NEPA requirements.
• Conduct background data searches, site surveys, interviews, and prepare eligibility determination reports.
• Update and maintain AML Inventory records and input project data into the eFACTS system.
• Use GPS equipment, mapping software, ArcGIS, and related tools to support project analysis.
• Score and manage grant applications, guide grantees, process invoices, and support Growing Greener grant reviews.

The Senior Civil Engineer (General) position with the Department of Environmental Protection (DEP) offers the exciting opportunity to pioneer important reclamation projects that safeguard the Commonwealth. In this role, you will apply advanced engineering skills to develop solutions for abandoned mine land challenges. Your expertise will help guide environmental assessments and project decisions.

DESCRIPTION OF WORK

This position serves as a lead worker responsible for planning, developing, and evaluating Abandoned Mine Land projects while supporting grant and data management needs. This role requires advanced engineering knowledge, careful analysis, and collaboration with internal and external partners. As a Senior Civil Engineer (General), you will perform the following duties:

• Project Development: Plan and develop Abandoned Mine Land (AML) projects, classify site problems, and review Authorization to Proceed ( ATP) submissions from entry-level engineers
• Environmental Evaluation: Assess environmental resources such as hydrology, vegetation, wildlife, air quality, and cultural features to meet National Environmental Policy Act (NEPA) requirements
• Data Research: Conduct background data searches, site surveys, interviews, and prepare eligibility determination reports
• Inventory Maintenance: Update and maintain AML Inventory records and input project data into the eFACTS system
• Mapping Skills: Use GPS equipment, mapping software, ArcGIS, and related tools to support project analysis
• Grant Administration: Score and manage grant applications, guide grantees, process invoices, and support Growing Greener grant reviews

Work Schedule and Additional Information

• Full-time employment
• Work hours are 8:0 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre. The ability to telework is subject to change at any time. • Salary:Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $80,646.00 (before taxes).

QUALIFICATIONS

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Minimum Experience and Training Requirements

• Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline ; or
• Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists ; or
• Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline .

Special Requirements

• This position requires possession of a valid driver’s license.
• This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
