Qualifications

  • Bachelor’s degree in civil engineering or closely related field as a minimum.
  • Engineer-in-Training (EIT) certificate or equivalent required/acceptable.
  • Four to five years civil engineering experience in the appropriate specialty may substitute.
  • Valid driver's license required.

Responsibilities

  • Review permit applications for mining operations to ensure compliance with engineering standards and state regulations.
  • Evaluate engineering designs (structural, hydraulic, environmental) and provide recommendations.
  • Model subsidence impacts to protect structures, utilities, land, and streams.
  • Coordinate with internal teams and external agencies to resolve design issues and meet regulatory requirements.
  • Conduct field reviews to verify compliance and support reclamation and restoration efforts.
  • Provide engineering guidance to staff, consultants, and other agencies.

Job description

Are you ready to use your engineering skills to protect Pennsylvania's communities and guide responsible mining practices? As a Civil Engineer with the Department of Environmental Protection (DEP), you will help safeguard our state's natural resources and support safe mining operations. This role blends engineering expertise with public service to improve environmental outcomes. You will collaborate with professionals across many disciplines to ensure communities and land remain protected.

This role focuses on reviewing engineering plans and ensuring mining activities follow Pennsylvania laws and standards. You will support safe underground bituminous coal mining and related surface operations. As a Civil Engineer (General), you will perform the following duties:

  • Regulatory Reviews: Evaluate permit applications for mining operations to ensure compliance with engineering standards and state regulations
  • Engineering Analysis: Review structural, hydraulic, and environmental designs for mining activities and provide recommendations
  • Subsidence Evaluation: Analyze mining plans and model subsidence impacts to protect structures, utilities, land, and streams
  • Interagency Coordination: Work with internal teams and external agencies to resolve design issues and ensure regulatory requirements are met
  • Site Assessments: Conduct field reviews to verify compliance with approved plans and support reclamation and restoration efforts
  • Technical Guidance: Provide engineering assistance to staff, consultants, and other agencies concerning mining operations and design challenges

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Coal Center. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $73,859.00 (before taxes).

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
Special Requirement:
  • This position requires possession of a valid driver’s license.
