Job summary

Commonwealth of Pennsylvania seeks a Senior Civil Engineer (General) to lead Abandoned Mine Land projects, assess resources, and guide environmental and grant-related decisions. The role requires advanced civil engineering expertise, project oversight, and cross-agency collaboration within the Environmental Protection framework.

You will manage AML inventories, use ArcGIS and GPS tools for analysis, and support grant reviews.

Qualifications

• Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
• Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
• Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Responsibilities

• Plan and develop Abandoned Mine Land (AML) projects, classify site problems, and review ATP submissions from entry-level engineers.
• Assess environmental resources to meet NEPA requirements.
• Conduct background data searches, site surveys, interviews, and prepare eligibility determination reports.
• Update and maintain AML Inventory records and input project data into the eFACTS system.
• Use GPS equipment, mapping software, ArcGIS, and related tools to support project analysis.
• Score and manage grant applications, guide grantees, process invoices, and support Growing Greener grant reviews.
