Job summary

CTS-Complete Technical Services, Inc. seeks a seasoned civil engineer to design and execute drainage and infrastructure projects in Texas.

You will oversee technical specifications, requisitions, and coordination with multiple disciplines to meet scope, budget, and schedule targets. The role requires on-site construction experience, professional English, and PE licensure in TX and/or LA (or ability to obtain quickly).

Qualifications

• Must have 5–12 years of design and execution experience on civil drainage and infrastructure projects.
• Strong familiarity with discipline technical aspects and related deliverables.
• Professional engineering registration in Texas and/or Louisiana or ability to obtain within 4 months of hire.

Responsibilities

• Prepare technical specifications, requisitions, CNs, reports and deliverables in coordination with other disciplines.
• Ensure external parties meet contractual technical specifications.
• Maintain proper communication with vendors and follow up on orders.
• Meet project targets for technical quality, budget and schedule.
• Propose cost and schedule savings while maintaining project targets.
• Provide timely progress reporting on engineering and requisitioning activities to the Lead Discipline Engineer.
• Meet quality and HSE objectives for the project.
• Coordinate with other discipline engineers and project support functions (procurement, planning).
• Support junior engineers and, for small requisitions, act as project manager for the requisition.

Job description

Technical responsibility of material requisitions / calculations / engineering deliverables (from technical specifications to on‑site delivery) for civil drainage development and infrastructure including site preparation, erosion control, rough grading, finish grading, drainage works through underground or surface networks, pond / containment design, flood mitigation, roadways, railways, and transportation.

About the Job

• Ensures timely and qualitative preparation of technical specifications and requisitions / CN / reports / engineering deliverables in coordination with other disciplines.
• Ensures contractual technical specifications are met by external parties / suppliers.
• Ensures proper communication with vendors and technical follow up of the orders.
• Adheres to project target and priority such as technical robustness, budget & schedule target
• Proposes alternate for cost & schedule savings, energy savings in line with project target
• Ensures timely reporting on engineering / requisitioning activities to the Lead Discipline Engineer.
• Meets quality and HSE objectives of the project.
• Interfaces with other discipline specialist engineers and possibly project support functions such as procurement and planning.
• Supports more junior engineering employees.
• For small requisition / standard equipment, acts as project manager for his requisition in charge of technical, contractual, expediting and inspection with spot support from project / procurement.

• Overall responsibility for engineering / contractual & quality control surveillance for civil drainage development and infrastructure works.

About you

• 5 to 12 years of experience in design and execution of projects
• Familiarity with all technical aspects of the discipline and experience in most of them
• Construction experience on site
• Fluency in professional English
• Professional Engineering registration in Texas and/or Louisiana or possess ability to obtain within 4 months of hire, is required.
• Proficiency in software such as Autodesk InfoWorks ICM, Autodesk Storm and Sanitary Analysis (SSA) or EPA SWMM.
