Job summary

CTS Complete Technical Services in Houston, TX is seeking an experienced civil engineering professional to oversee design and execution of site development and infrastructure projects.

You will manage technical specifications, requisitions, and vendor communications, ensure conformance to project targets, and support junior engineers while coordinating with procurement and planning. Fluency in English and Texas professional engineering registration are required.

Qualifications

• 2 to 12 years of experience in design and execution of civil site development projects.
• Construction experience on site is required.
• Fluent professional English is mandatory.
• Professional Engineering registration in Texas and/or Louisiana or ability to obtain within 4 months.

Responsibilities

• Prepare and coordinate technical specifications and requisitions for civil site development.
• Ensure contractual technical specs are met by external parties and suppliers.
• Maintain communication with vendors and follow up on orders.
• Meet project target budgets and schedules; propose cost-effective alternatives.
• Report progress on engineering and requisitioning activities to Lead Discipline Engineer.
• Ensure alignment with HSE objectives and quality standards.
• Interface with other discipline engineers and support functions such as procurement and planning.
• Mentor junior engineers and act as project lead for small requisitions when needed.

Job description

Technical responsibility of material requisitions / calculations / engineering deliverables (from technical specifications to on-site delivery) for civil site development and infrastructure including site preparation, erosion control, rough grading, finish grading, drainage works through underground or surface networks, pond / containment design, flood mitigation, roadways, railways, and transportation.

About the Job

• Ensures timely and qualitative preparation of technical specifications and requisitions / CN / stress report / engineering deliverables in coordination with other disciplines.
• Ensures contractual technical specifications are met by external parties / suppliers.
• Ensures proper communication with vendors and technical follow up of the orders.
• Adheres to project target and priority such as technical robustness, budget & schedule target
• Proposes alternate for cost & schedule savings, energy savings in line with project target
• Ensures timely reporting on engineering / requisitioning activities to the Lead Discipline Engineer.
• Meets quality and HSE objectives of the project.
• Interfaces with other discipline specialist engineers and possibly project support functions such as procurement and planning.
• Supports more junior engineering employees.
• For small requisition / standard equipment, acts as project manager for his requisition in charge of technical, contractual, expediting and inspection with spot support from project / procurement.

ROLE DIMENSION

• Dedicated to one or several projects
• Supervision of more junior specialist engineers
• Autonomy on scope assigned
• Overall responsibility for engineering / contractual & quality control surveillance for civil site development and infrastructure works.

About you

• 2 to 12 years of experience in design and execution of projects
• Familiarity with all technical aspects of the discipline and experience in most of them
• Construction experience on site
• Fluency in professional English
• Professional Engineering registration in Texas and/or Louisiana or possess ability to obtain within 4 months of hire.
