Job summary

Top Echelon LLC in the Cleveland/Akron area is seeking an experienced Project Manager to oversee civil construction and fencing projects. The role requires reviewing plans, coordinating with owners, contractors, vendors and internal teams to keep schedules, budgets and quality on track.

Ideal candidates have 5–10 years of PM experience in heavy civil construction, with strong communication and contract review skills, and proficiency in Microsoft Office. Competitive salary and benefits available.

Qualifications

• 5–10 years of project management experience in heavy civil construction or fencing.
• Ability to read, interpret, and review construction plans, specs, drawings and documents.
• Experience reviewing contracts and understanding project scope, terms and risks.
• Familiarity with project billing, change orders, RFIs, submittals and closeout documentation.
• Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).
• Strong organizational, communication, problem‑solving and follow‑up skills.

Responsibilities

• Manage construction projects from preconstruction through closeout.
• Review plans, specifications, contracts and scope to understand requirements.
• Prepare, price, track, and manage RFIs, submittals, change orders, and closeout docs.
• Coordinate projectBilling, progress billing, backup documentation, and owner/contractor requirements.
• Collaborate with field leadership, vendors, subcontractors, customers and internal teams to maintain schedules and budgets.
• Identify scope gaps, risks, schedule impacts, and costs; communicate proactively.
• Support procurement, material tracking and job cost review as needed.
