Job summary

GovCIO is seeking a highly experienced SME Systems Engineer specializing in Federation & Interoperability (FI) with a primary focus on Customer Identity and Access Management (CIAM) via Azure AD B2C. This role supports ICAM modernization for the U.S.

Coast Guard and will be located in Alexandria, VA, with a hybrid work arrangement. Responsibilities include leading modernization of access controls, managing directories, federation, authentication, authorization, SSO, and PKI, and building

Qualifications

DoD 8570 IAT Level II or higher is required.
Federated identity concepts including SAML, OAuth, and OIDC.
Hands-on experience with CAC PKI certificate validation.
Proven ability to apply federal Zero Trust identity guidelines (NIST SP 800-207).

Responsibilities

Lead modernization of legacy access controls into secure ICAM solutions.
Manage directories, federation, authentication, authorization, and SSO.
Architect identity lifecycles, provisioning workflows, and privilege management.
Design and deploy strict Zero Trust identity principles across network hubs.
Configure and manage PKI systems, credentials, and authenticators.
Implement MFA, SSO, and PAM for secure access.
Build federated identity services for secure partner interoperability.
Conduct root-cause analysis, privilege audits, and performance tuning.
Develop interfaces, architectures, data flows, and compliance docs.
