Job summary

Guidehouse is seeking a senior consultant to support federal child welfare technology modernization and CCWIS planning, implementation, and operations. The role collaborates with federal staff, state agencies, technology partners, and project teams to advance modernization efforts and provide strategic recommendations.

The candidate will analyze risks, governance, and procurement, and contribute to executive communications and deliverables for states and agencies. Up to 10% travel required.

Qualifications

• Must obtain and maintain a Federal or DoD 'Public Trust' clearance.
• Eight (8) or more years of professional experience in child welfare or related field.
• Experience with CCWIS modernization or large-scale child welfare technology projects.
• Experience developing APDs, planning activities, waiver requests, or federal funding artifacts.
• Knowledge of federal child welfare regulations and CB guidance.
• Experience with procurement, governance, IV&V oversight, or change management.
• Experience conducting stakeholder interviews and requirements gathering.
• Experience developing executive communications and decision-support materials.

Responsibilities

• Provide subject matter expertise on child welfare technology modernization initiatives.
• Collaborate with federal staff, state agencies, technology partners, and project teams to translate program needs into actionable recommendations.
• Support states and federal partners in planning, implementing, and operating CCWIS projects and related technology transformation efforts.
• Analyze modernization strategies, project risks, governance structures, procurement approaches, and implementation outcomes to identify leading practices and lessons learned.
• Support the review and assessment of planning documents, APDs, implementation plans, and other modernization-related deliverables.
• Conduct interviews, facilitate workshops, listening sessions, and stakeholder meetings with federal and state partners.
• Support development of reports, executive briefings, presentations, and strategic recommendations.
• Assist with data collection, analysis activities related to child welfare system modernization and project performance.
