Job summary

The North Carolina Department of Health and Human Services (DHHS) — Division of Social Services — seeks a Human Services Assistant Deputy Director II (NS) to lead statewide child welfare policy development and operational oversight. The role reports to the Child Welfare Deputy Director and directs Regulatory & Licensing and Workforce & Staff Development to ensure high-quality services and compliance.

• Experience overseeing statewide program resources for children and families.
• Experience supervising teams of professional and support staff.
• Experience developing work plans to accomplish organizational objectives.
• Experience coordinating multiple programs while managing resources at scale.
• Ability to analyze budget reports to inform long-range goals.

Responsibilities

• Oversee policy and practice innovation to ensure statewide child welfare services comply with federal and state law and align with division and departmental priorities.
• Provide leadership to improve child welfare service delivery and outcomes for children and families.
• Direct and support Regulatory & Licensing and Workforce & Staff Development sections for consistent, high-quality operations.
• Guide development and oversight of child welfare policies to strengthen statewide service delivery.
• Evaluate statewide program needs to inform strategic planning and policy direction.
• Coordinate with internal leadership and external partners to align practices with priorities.
• Support continuous improvement by analyzing policy impacts and identifying opportunities to enhance effectiveness.
• Monitor section performance for alignment with objectives and compliance.
