Job summary

Innosoft Corp. is seeking a Change Manager to ensure disciplined change control, release management, and organizational change activities for the NC Medicaid MES PDM/CVO module. The role requires coordinating with MES vendors, MIS, and PMO to deliver projects on time.

The position emphasizes RTM ownership, cross‑functional collaboration, and adherence to HIPAA/42 CFR Part 2 privacy standards, with remote work options and periodic Raleigh on‑site presence.

Qualifications

• Bachelor’s degree or equivalent experience in information systems or related field.
• 10+ years of change/release management experience in public sector or regulated health programs.
• Ownership of an RTM across requirements, design, test, and certification.
• Hands-on ITSM with ITIL-based Change, Release, Incident, and Problem management.
• Experience in hybrid Agile/Scrum and waterfall environments.

Responsibilities

• Ensure initiatives supporting changes are prioritized, justified, submitted, approved, and released per state processes.
• Author and maintain the Change Management Plan and CR lifecycle, monitoring CRs through their lifespans.
• Coordinate with MES vendors and MIS platform for dependencies and impact.
• Own the RTM with bi-directional traceability across requirements, design, test, and certification artifacts.
• Manage Deliverables calendars, acceptance cycles, and sign-offs with state reviewers.
• Develop and execute the Release Management Plan with lead times and multi‑vendor coordination.
• Drive release execution including calendars, environments, cutover planning, and post‑release verification.
• Oversee decommissioning efforts and monthly reviews of unneeded components.
• Operate within ITSM processes for Change, Incident, Problem, and Release Management.
• Lead organizational change management activities with stakeholder readiness and adoption measurement.
