Job summary

E-Z Bel Construction, LLC is seeking an experienced Payroll & Benefits Leader to manage weekly payroll for all employees and subcontractors using Spectrum, and to prepare Davis‑Bacon certified payrolls for state and federal contracts. The role emphasizes accuracy, compliance, and teamwork.

You’ll mentor the Payroll & Benefits Team, coordinate benefits administration with Employee Navigator, and handle audits, wage‑hour issues, and system enhancements to support growth and regulatory changes.

Qualifications

• Bachelor’s degree or related field preferred.
• 7+ years of progressive payroll experience including benefits coordination.
• Hands-on expertise with Spectrum or similar ERP and Employee Navigator.
• Advanced Excel skills with formulas, lookups, and reporting.
• Bilingual English/Spanish strongly preferred.
• Proven leadership or supervisory background.
• Deep knowledge of federal and Texas wage laws, ACA, COBRA, Davis‑Bacon, and payroll tax rules.

Responsibilities

• Own end-to-end weekly payroll in Spectrum for all employees and subcontractors with high accuracy and compliance.
• Prepare and submit certified payrolls for TxDOT, CoSA, and federal contracts per Davis‑Bacon requirements.
• Lead, mentor, and develop the Payroll & Benefits Team.
• Maintain SME in wage and hour law, payroll taxation, ACA, COBRA, and Davis‑Bacon compliance.
• Direct internal payroll audits and respond to external agency reviews; ensure inspection readiness.
• Oversee benefits administration and enrollment via Employee Navigator.
