Michael Baker International seeks a CDBG-DR Policy Subject Matter Expert to serve as a senior technical authority for policy, regulatory interpretation, and program design across federal, state, tribal, and local government programs.

The role encompasses disaster recovery, resilience, housing, infrastructure, grants management, and other public-sector initiatives. Strong writing, client service, and collaboration are essential for success.

Qualifications

• Bachelor’s degree in public administration, planning, public policy, law, business, housing, or a related field.
• At least ten years of grants, housing, community development, or public-sector program experience, including seven years in CDBG-DR or CDBG-MIT.
• Ability to interpret complex federal requirements and produce clear, defensible technical writing.
• Ability to communicate professionally and manage competing priorities to meet deadlines.
• Proficiency with Microsoft 365 applications and the ability to learn client and company systems.

Responsibilities

• Lead development and maintenance of policy documents, forms, and implementation guidance.
• Interpret HUD notices, waivers, and federal cross-cutting requirements.
• Translate regulatory requirements into practical operating controls for programs.
• Advise executives on policy options, eligibility, risk, and defensibility of decisions.
• Review eligibility, national objective, duplication of benefits, income, and compliance determinations.
• Develop issue papers, memoranda, and responses to HUD inquiries.
• Support program startup, organizational design, and change management for new grants.
• Lead policy quality reviews and ensure consistency across procedures and guidance.
• Support HUD monitoring, audits, and corrective action plans.
• Design and deliver training for client staff and implementation teams.
• Mentor policy specialists and coordinate across functions.
