Job description

The Human Services- Information, Technology, and Support Division (ITSD) is recruiting for a Senior Business Systems Analyst-Project Lead* to serve as a senior member of the Business Relationship Management (BRM) team supporting Human Services business operations.

TheSenior Business Systems Analyst- Project Leadserves as a strategic liaison between business departments, information technology teams, vendors, and other stakeholders. The incumbent will lead complex technology and business application initiatives while providing advanced business analysis, project leadership, requirements management, process improvement, testing coordination, and stakeholder engagement.

The ideal candidate will have demonstrated experience independently leading complex projects from initiation through implementation and transition to operational support. The successful candidate will serve as a primary point of contact for assigned initiatives, translating business objectives and operational needs into actionable technology solutions while balancing customer expectations, technical constraints, scope, priorities, risks, resources, and timelines.

Key Responsibilities may include:
  • Lead medium-to-large and complex information technology and business application projects through the full project lifecycle, including initiation, planning, requirements, design, testing, implementation, deployment, transition, and closeout.
  • Serve as a primary liaison between business customers, IT teams, vendors, management, and other stakeholders.
  • Conduct customer discovery, needs assessments, requirements sessions, workshops, and business process analysis to identify business needs and opportunities for technology solutions, automation, and process improvement.
  • Elicit, analyze, document, validate, and manage business, functional, and technical requirements.
  • Analyze current-state and future-state business processes and develop recommendations for process improvements and system enhancements.
  • Develop and maintain project and business analysis documentation, including requirements documents, process flows, project plans, decision logs, risk and issue logs, test plans, implementation plans, and status reports.
  • Establish project scope, objectives, deliverables, milestones, schedules, responsibilities, and priorities.
  • Coordinate cross-functional project teams and track project activities, deliverables, dependencies, risks, issues, and changes.
  • Coordinate User Acceptance Testing (UAT), including test scenarios, acceptance criteria, defect tracking, issue resolution, and business acceptance.
  • Coordinate technical, business, vendor, security, infrastructure, and implementation activities to support successful project delivery.
  • Monitor project progress and schedules and communicate risks, issues, and changes to appropriate stakeholders.
  • Prepare and present project status updates and recommendations to customers, management, and executive stakeholders.
  • Communicate complex technical concepts to nontechnical audiences and translate business needs into clear information technology requirements.
  • Build and maintain effective relationships with business leaders, subject-matter experts, technical teams, vendors, and other stakeholders.
  • Provide guidance, mentoring, work direction, and project leadership to Business Systems Analysts and other project team members.
  • Support organizational change and the transition of implemented solutions into ongoing operational support.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Incumbent must successfully complete a background investigation (fingerprinting and work history/education check) in addition to a job-related physical exam, including a drug test.

Travel

Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Shift

Some positions require availability for night and swing shifts, weekends, and on-call, including holidays as needed. Indicate availability on application.

Candidates MUST meet the required experience and education in order to qualify.

REQUIRED EXPERIENCE: Three (3) years full time equivalent experience, within the past five (5) years, in a production environment performing business systems analysis and one (1) year managing IT projects, while leading IT staff. Must include three (3) years of full-time equivalent experience in at least four (4) of the following areas: requirements gathering, end user acceptance testing, process mapping, workflow diagramming, documenting business rules, feasibility studies, and cost/benefit analysis.

REQUIRED EDUCATION:

Thirty (30) semester (45 quarter) units of completed college level coursework from and accredited college or university in information technology, business administration or a closely related field.

EDUCATION SUBSTITUTION: One (1) year of additional qualifying experience may substitute for the required education.

Applicants must submit a list of coursework or unofficial transcripts, unless a Bachelor's degree has been conferred in a qualifying field.

**Qualifying degrees and coursework must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency.

The desired candidates will possess:

  • Bachelor's degree in Information Technology, Business Administration, Public Administration, or related field
  • Certifications such as BRMP®, PMP®, ITIL®, COBIT®, Certified Business Analyst Professional (CBAP®) or equivalent/similar are preferred
  • Experience working in a government agency, public sector, or large, complex organization with matrixed reporting structures.
  • Experience working in a large, complex, multi-department organization.
  • Experience supporting enterprise applications or organization-wide technology initiatives.
  • Experience with M365, SharePoint, Power BI, IT service management/project portfolio management platforms, or comparable enterprise technologies.
  • Experience working with Agile, Waterfall, hybrid, or other structured project delivery methodologies.
  • Experience working with Artificial Intelligence.
