Job description

LOCATION:
San Antonio, TX

SUMMARY:
The Senior Business Operations Specialist will support the Defense Health Agency (DHA) - ESO (Acquisition function).

DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ability to produce fully actionable requirements documents and packages for competitive contracts.
  • Ability to produce, maintain, and publish a variety of ad hoc and routine reports and publications at the executive level.
  • Assist ongoing Government efforts related to the DHA goal of developing and maintaining a high-performance acquisition organization. The support will focus on refining and retooling acquisition processes to achieve the organization's strategic vision.
  • Support the CAE in acquisition strategic planning, management advisory consulting, acquisition operations quality assurance, new efficiency initiatives, policy changes, and implementation of RMIC findings and corrective actions, including process improvement and metrics reporting.

NON-ESSENTIAL DUTIES:
Perform other duties as assigned.

EDUCATION AND EXPERIENCE:
Requirements:
  • Master's degree in a relevant field.
  • Program Management Professional (PMP) Certification required.
  • Minimum 10 years of experience in strategic/operational planning, business process management, policy coordination, and related activities.
  • Minimum 3 years of experience with ETMS2 or similar systems.
  • Proven ability to produce actionable requirements documents and reports for executive level.
  • Effective verbal and written communication skills.

COMPUTER SKILLS:
  • Proficiency in MS Office, MS Project, and Adobe Acrobat.

CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
  • Eligibility to obtain and maintain a DoD Secret security clearance if required.

PHYSICAL DEMANDS:
  • Ability to sit for extended periods, handle objects, reach, talk, and hear.
  • Work on a computer for extended periods reviewing and analyzing information.
  • Occasional lifting of weights less than 15 pounds.
