Job summary

AAMVA is seeking a seasoned Business Analyst to lead the business and technical analysis for its systems and solutions. You will develop specifications, data models, and implementation guides, working with jurisdictions and agencies to translate requirements into design.

The role requires strong documentation, agile experience, and the ability to coordinate pilots, monitor progress, and report to stakeholders. Some travel is expected; a federal public trust clearance may be required.

Qualifications

• Six years of progressive experience in business and systems analysis on large-scale projects.
• Proficiency in writing technical documentation.
• Experience documenting business processes and requirements.
• Experience with RESTful web services, UML and XML is highly desired.
• Experience with agile processes and writing user stories.
• Strong interpersonal and communication skills; ability to work independently.
• Ability to obtain a moderate risk Federal public trust clearance.

Responsibilities

• Perform business and technical analysis to develop specifications, procedures manuals, and implementation guides for AAMVA systems.
• Develop data models, data flow diagrams, data dictionaries, and other required documents.
• Monitor task progress and produce periodic reports.
• Translate functional requirements into system design specifications with stakeholders.
• Coordinate pilots and provide technical assistance and training.
• Develop statements of work and project definitions.
• Develop impact assessment surveys for member jurisdictions.
• Analyze anticipated costs and impacts of implementing AAMVA systems.
• Evaluate proposals for technical soundness and feasibility.
• Prepare reports to Congress and Federal Agencies.
