Job summary

Maryland Department of Human Services (DHS) is seeking a Senior Business Analyst to lead requirements definition, process design, and analytical rigor for ePACE, the OpenGov-based statewide procurement and invoicing platform. You’ll own the requirements lifecycle, set standards, and liaise with vendors and stakeholders to ensure compliant delivery.

In this role, you will design workflows, facilitate sessions with senior SMEs, and oversee UAT to ensure smooth implementation while mitigating

Qualifications

• Three years of experience providing problem analysis and ongoing user support.
• Experience coordinating system development and implementation for large-scale systems.
• Ability to document requirements, analyze business needs, and train users.

Responsibilities

• Lead Phase 2 requirements strategy and define-then-build gate structure.
• Facilitate sessions with senior SMEs across Procurement, Budget & Finance, OCM, Help Desk.
• Translate business intent to implementable requirements and maintain traceability.
• Design and oversee user acceptance testing (UAT) and adjudicate defects.
• Design current- and target-state workflows across procurement, invoicing, and approvals.
