Job summary

SMART TECH SKILLS LLC is seeking a Senior Business Analyst in Tallahassee, FL to bridge business needs with IT solutions. You will gather and document requirements, facilitate workshops, and model processes for modernization and maintenance initiatives.

You will lead JAD sessions, translate requirements into user stories and acceptance criteria, and collaborate with QA for UAT and testing efforts. Strong communication and Azure DevOps experience are essential.

Responsibilities

• Serve as liaison between business owners, stakeholders, contract management, and development teams
• Gather, analyze, document, and validate business and functional requirements
• Translate high-level requirements into detailed functional specifications
• Convert business requirements into user stories, use cases, and acceptance criteria
• Analyze existing processes and identify modernization opportunities
• Coordinate and facilitate JAD sessions and requirements workshops

Role Overview

The Senior Business Analyst supports enterprise application modernization and maintenance initiatives by serving as the primary liaison between business stakeholders, project teams, and software development teams. This role is responsible for gathering and documenting requirements, facilitating stakeholder workshops, analyzing business processes, and supporting testing activities. The position plays a critical role in ensuring business needs are accurately translated into functional and technical requirements for application development and enhancement efforts.

Key Responsibilities

Business Analysis & Requirements Management

• Serve as the liaison between business owners, contract management, stakeholders, and development teams
• Gather, analyze, document, and validate business and functional requirements
• Translate high-level business requirements into detailed functional specifications
• Convert business requirements into user stories, use cases, and acceptance criteria
• Analyze existing business processes and identify opportunities for improvement and modernization

Stakeholder Facilitation & Process Modeling

• Coordinate and facilitate Joint Application Development (JAD) sessions with stakeholders and subject matter experts
• Lead requirements workshops, discovery sessions, and business process reviews
• Translate meeting outcomes and business discussions into process flows, process models, mockups, and supporting documentation
• Create and maintain business process diagrams using tools such as Microsoft Visio

Documentation & Functional Design

• Develop and maintain business requirements documents, functional specifications, technical specifications, and standard operating procedures
• Create data dictionaries and supporting business documentation
• Ensure documentation is complete, accurate, and aligned with business and technical requirements
• Support ongoing documentation efforts for modernization and maintenance projects

Testing, Quality Assurance & User Acceptance Testing

• Collaborate with QA teams to support testing initiatives and validation efforts
• Coordinate and facilitate User Acceptance Testing (UAT) activities with business stakeholders
• Develop test scenarios, test cases, and acceptance criteria
• Guide business users through testing workflows and document test results
• Support both manual and automated testing efforts to validate system functionality

Agile Delivery & Project Support

• Participate in Agile ceremonies, backlog grooming, sprint planning, and requirements refinement sessions
• Support software development teams throughout the project lifecycle
• Utilize Azure DevOps and/or Team Foundation Server (TFS) to manage requirements, work items, and project activities
• Assist with prioritization and delivery planning for application enhancements and modernization initiatives

API & Application Testing Support

• Support REST API and microservices testing using tools such as Postman, Insomnia, or similar platforms
• Validate API endpoints, payloads, integrations, and business rules
• Assist with automated testing framework maintenance and enhancement
• Support regression testing and verification of new feature deployments

Required Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent work experience
• 7 or more years of IT business analysis experience
• 7 or more years of experience gathering and documenting business requirements
• 7 or more years of experience working in Agile software development environments
• 7 or more years of experience conducting Joint Application Development (JAD) sessions
• 7 or more years of experience translating business requirements into functional specifications, user stories, and acceptance criteria
• 7 or more years of experience creating process flows, business process models, and technical documentation
• 7 or more years of experience using Azure DevOps and/or Team Foundation Server (TFS)
• 7 or more years of experience collaborating with QA teams and facilitating User Acceptance Testing
• Experience with process modeling tools such as Microsoft Visio
• Strong written, verbal, and technical communication skills
• Strong analytical, problem-solving, and critical-thinking abilities

Preferred Qualifications

• Experience supporting nutrition program systems or government-based application environments
• Familiarity with food assistance, certification, compliance, or benefits administration business processes
• Experience with automated testing frameworks and test automation best practices
• Experience with Selenium or similar test automation tools
• Experience with REST API and microservices testing using Postman, Insomnia, or similar tools
• Knowledge of enterprise modernization initiatives and large-scale application transformation projects
