Title: Senior Business AnalystLocation: Santa Barbara, CA (Remote)Type: Contract to PermOur client is seeking a Senior Business Analyst to function as the Lead BA within the Enterprise Project Management Office (EPMO) and has responsibility for providing guidance and support to other Client as well as the Project Managers within the EPMO. You will work closely with Project Managers, Operational Management, Programming staff and End Users to define business needs and identify acceptable solutions. This includes reviewing, analyzing and evaluating business requirements and processes and translating them into formal project documents. The Senior Business Analyst will also be responsible for all user testing of the recommended solutions and ensure they meet current and anticipated business needs.This role is 100% remote but will be called on site four times per year.Key Accountabilities:- Consults with external and internal business clients, end users and Project Management team to analyze procedures and processes, and identify, define and document opportunities for improvement.
- Works openly and collaboratively with EPMO staff at all phases of the project lifecycle.
- Analyzes business objectives in relationship with the Health Information System to identify feasible solutions.
- Manages cross-functional and single-departmental projects from inception to implementation.
- Documents current and future work flows, utilizing process flow diagrams, entity-relationship diagrams and flow charts.
- Creates documents, develops requirements, and artifact management for Managed Care Projects within the requirements of the SDLC.
- Elicits, documents and organizes business and functional requirements.
- Participates in aspects of project management, including requirements gathering, scope definition, design and drafting test plans.
- Assists Project Managers and Project Leads with the development of project documentation.
- Coordinates project activities, including product demonstrations, testing and feedback sessions.
- Studies existing information-processing systems to evaluate effectiveness and promote enhancements in systems to improve production or workflow as required.
- Participates in prototyping solutions to provide the business unit a preliminary evaluation and/or user interface experience.
- Performs test planning, coordination and user acceptance testing activities.
- Mentors, coaches and at times directs other BA's and assigned QA's on project activities.
- Supports vendor management.
- Adapts operations to meet customer needs.
- Resolves all identified initial launch issues.
- Provides ongoing KPI reporting.
- Supports operational efficiencies and process improvements for the community, members, providers, and agency staff; builds institutional controls.
Required Skills:- Bachelor's degree in Computer Science / IT / Business-related field.
- 6 years' experience working as a Business Analyst on large enterprise projects.
- Healthcare or health insurance industry experience is highly preferred.
- CBAP certification is preferred.
- Knowledge of application development domain.
- Knowledge of Healthcare data elements.
- Managed care experience is required.
- Medicaid and/or Medicare experience preferred.
- Excellent customer service skills.
- Ability to work effectively with key stakeholders, up to senior management.
- Excellent written and communication skills, including technical writing skills.
- Demonstrates knowledge of project management methodologies.
- Demonstrates experience with software-development life cycle.
- Demonstrates knowledge of healthcare business processes, including claims and eligibility processing, benefits, and authorizations. Medi-Cal and/or Medicare preferred.
- Demonstrates objectivity and evidence-based reasoning.
- Wide variety of computer skills including Word, Excel, Access, PowerPoint, Outlook, and Visio.
- Knowledge of SQL with the ability to create queries for simple reports and statistics.
