Title: Sr. Business Analyst
Pay Rate Range: $58.00 – $63.00
Location: Austin, TX

A public sector client of ours in Austin, Texas is looking for a Senior Business Analyst for a 1-year contract that is likely to extend. The Senior Business Analyst will perform advanced, senior-level business analysis work to support the implementation of complex, emerging technology hardware and software projects within the client’s mainframe transformation program. This role will focus on gathering, developing, and documenting requirements; reviewing and improving business processes; creating and validating user acceptance testing; and providing research and special project support to users.

The candidate will contribute to the implementation of multiple interrelated projects, including:

• Deploying SaaS (Software as a Service) or COTS (Commercial Off-the-Shelf) software applications
• Migrating data from the mainframe to new systems
• Supporting the development of a Data Warehouse

The position will work under limited supervision, with considerable latitude for initiative and independent judgment, ensuring that deliverables and materials:

• Adhere to established processes and procedures
• Meet quality standards
• Employ recognized business analysis methodologies

The analyst may also assign and/or supervise the work of others as needed.

Key Responsibilities

• Perform advanced business analysis for complex hardware and software projects supporting mainframe transformation.
• Gather, develop, and document detailed business and technical requirements.
• Conduct business process reviews, assessments, and improvements to ensure alignment with project objectives.
• Create, manage, and validate User Acceptance Testing (UAT) plans and outcomes.
• Support migration efforts for moving data from legacy mainframe systems to new applications and data warehouse solutions.
• Ensure that project deliverables meet quality and compliance standards, using established business analysis methodologies.
• Develop and maintain project documentation including design documents, business process diagrams, use cases, prototypes, and data models.
• Collaborate closely with cross-functional teams, technical staff, and stakeholders to ensure project success.
• Provide guidance to business and functional units during UAT, training, and implementation activities.
• Apply analytical skills to assess production support issues, determine root causes, and document corrective actions.
• Work with limited supervision while exercising considerable latitude in decision-making.

Required Experience:

• 10+ years of business analysis experience on software development projects, including the preparation of project-related documentation.
• 10+ years of strong interpersonal, collaborative, analytical, written, verbal, and presentation communication skills in English (especially technical writing); proficient in MS Office Suite and prototyping/mock-up tools such as Visio, SnagIt, Adobe Illustrator, or Axure.
• 10+ years of hands‑on experience in requirements elicitation, client management, and technical documentation, including traceability, use cases, prototyping, and data modeling.
• 10+ years of experience facilitating interactive sessions with business and cross‑functional teams.
• 10+ years of strong analytical experience in assessing production support issues, determining root causes, and documenting data/system corrections.
• 10+ years of experience in developing and maintaining an understanding of key business drivers/impacts and assisting clients in solving business challenges.
• 10+ years of experience developing and writing design documents and business process diagrams.
• 10+ years of experience facilitating analysis of business and functional requirements, working with business and functional personnel to design technical specifications.
• 10+ years of experience defining functional design and system specifications and preparing, reviewing, and delivering completed packages.
• 10+ years of experience participating in and guiding business and functional units in completing UAT, training, and implementation‑related activities.

Preferred Experience:

• Working experience with Mainframe Environments, COBOL, SQL, Azure DevOps, Visio, Data Warehouse/Data Lake, SSIS, ETL, and Snowflake.
• Experience with RBDMS (Risk-Based Data Management System) COTS products.
• Experience implementing process improvement strategies and methodologies.
• Proven ability to lead organizational change and design more efficient processes.
• Experience as a Business Analyst in the Oil and Gas industry and on compliance and enforcement‑related projects.
• Proven ability to work effectively in multifaceted teams, resolve conflicts, and handle challenging situations.
• Bachelor’s degree in Computer Science, Business Administration, or a related discipline, or equivalent work experience.
• Professional certifications such as CCBA, CBAP, or similar.
